How is ‘Frenchness’ played out in physical and digital diasporic spaces? And what impact has Brexit had on French Londoners’ sense of belonging, identity and embeddedness? French London offers an unprecedented perspective on the everyday lived experience of French migrants in London. Based on years of immersive on-land and on-line empirical enquiry, the book uncovers the motivations underlying mobility from France and the appeal of London as a long-term home. Through the individual (hi)stories of a diverse group of French Londoners and an ethnosemiotic analysis of blogs and websites, London emerges as a place of liberation and openness, where migrants are free from inequalities encountered in the birthplace of l’égalité, whether in education, work or wider society. This volume explores the messy complexity and paradoxical ambivalence of cross-Channel mobility, including here–there, explicit–implicit, physical–digital, subject–object and reinvention–reproduction dichotomies. Structured around Pierre Bourdieu’s concepts of symbolic violence and habitus, the book considers how apparently pragmatic mobility decision-making is often underpinned by powerful social, affective and pre-reflective factors. Its subdivision of habitus into three interrelated components – habitat, habituation and habits – provides an enlightening conceptual lens to examine participants’ material lifeworlds, the gradual creep of settlement, and a ‘common-unity’ of practice. From schooling and healthcare to eating and drinking, the migrants’ evolving behaviours, attitudes, identities and belongings are expertly scrutinised. Spanning pre- and post-Brexit periods, this timely book gives voice to a largely neglected minority and offers a linguistically and culturally sensitive insight into French migrants’ on-land trajectories and on-line representations.

Book excerpt: In preparation for its 2019-2022 Country Partnership Framework with South Africa, the World Bank Group has drafted a Systematic Country Diagnostic (SCD) which forms the basis of this book. Its aim is to strengthen understanding of the constraints in achieving two goals in South Africa: to eliminate poverty by 2030, and to boost shared prosperity. These goals are enshrined in South Africa’s Vision 2030 in the National Development Plan. This book is the result of consultations and conversations with key government departments, the National Planning Commission, the private sector, academics and trade unions. It identifies five broad policy priorities: to build South Africa’s skills base; to reduce the highly skewed distribution of land and productive assets; to increase competitiveness and the country’s participation in global and regional value chains; to overcome apartheid spatial patterns; and to increase the country’s strategic adaptation to climate change. The key obstacle to growth that has been identified is ‘the legacy of exclusion’. Undoing this is a long-term process, but renewed commitment by the political leadership to strengthen institutions and rebuild the social contract present an enormous opportunity in achieving progress towards South Africa’s Vision 2030.

Book excerpt: The government proposes to give local authorities more freedom and powers to meet the needs of their citizens and communities. Local authorities will be encouraged to develop neighbourhood charters setting out local standards and priorities; to manage services at the level of the neighbourhood; to work more closely with neighbourhood policing teams. Local people will receive more information about services and standards, and will be able to question and get a response from local councilors through a new service, Community Call for Action. Executive power will be invested in the leader of the council, and there will be three choices of leadership model: a directly elected mayor, a directly elected executive of councillors, or a leader elected by fellow councillors with a four year mandate. New training opportunities will be provided for councillors. The making of byelaws will be fully devolved to local authorities. The authorities will be encouraged to bring together local partners to help improve services, and to develop a delivery plan - the Local Area Agreement - setting out a single set of priorities for local partners, for the Sustainable Community Strategy that they are already required to prepare. The performance framework for local government will be simplified: there will be about 35 priorities for each area, with a set of some 200 outcome based indicators replacing the many hundreds of indicators currently required by central government. Ambitious efficiency gains will be required as part of the 2007 comprehensive spending review. The second volume shows how these proposals will apply to major local public service areas and cross-cutting issues: community safety; health and well-being; vulnerable people; children and families; climate change; and economic development, housing and planning.

Book excerpt: This book offers a detailed account of the employment promises made to local East Londoners when the Summer Olympic Games 2012 were awarded to London, as well as an examination of how those promises had morphed into the Olympic Labor market jamboree from which local communities were excluded. Regarding the global job market of London, this study provides a nuanced empirical view on how the world’s biggest mega event was experienced and endured in terms employment by its immediate hosts, in one of the UK’s poorest, most ethnically complex, and transient areas. The data has been collected through ethnographic observation and interviews with local residents, and expert interviews with the Olympic delivery professionals. Using Bourdieusian theory of contested capital, the findings provide an important bearing on the reproduction of inequality in the local labor markets of Olympic host cities.
