Book excerpt: Lessons learned from operations in Afghanistan and Iraq over the past ten years indicate that the Army is fighting in an environment that requires a change in how organizations gather, analyze, synthesize, and produce intelligence. "Top-down" intelligence no longer drives today's operations. Instead, current operations produce numerous lower-level information and intelligence reports that higher headquarters must gather, analyze, and synthesize. The sheer volume of these reports and the depth and breadth of information they provide often exceed the capacity of the intelligence organizations at the various headquarters echelons - particularly those within the brigade combat team (BCT).The particularly high demand for intelligence in today's operational environment, coupled with the need for operational integration of tactical units, leads to the critical question: does the U.S. Army require intelligence support teams at the company level in all BCTs? The methodology consists of a detailed description, analysis, and synthesis of current data collected on intelligence needs and organizational responses to these needs at the company-level throughout the U.S. Army. This research includes case study analysis comparing select brigade combat teams that employed company-level intelligence support teams (CoISTs) with those that did not. A review of historical literature on Army operations reveals a pattern of success among units who had a section of three to eight personnel within the company dedicated exclusively to intelligence analysis. While this research does not indicate a fundamental change in the nature of war, it does highlight the unique requirements for intelligence collection and analysis in today's wars. In particular, close interaction between Army units and local populations has led to the generation of vast amounts of information that platoons and companies both collect and exploit. The lack of a dedicated company-level organization to process this information into actionable intelligence highlights the requirement for a refined intelligence structure, including training requirements, equipping needs, and doctrine for both ongoing counterinsurgency operations and future conflicts. This refinement will improve the effectiveness of Army organizations from the bottom-up, inverting the pyramid to enable tactical units to assess and understand the complex environments in which they operate. In turn, higher echelon units will benefit from this increased understanding at the company level, and the dramatically increased rate at which they can attain that understanding and share it with higher echelons.

On the basis of case studies spanning the period from the First World War to the present, this book argues that while the intelligence community in the era of globalization has indeed come to face new and complex challenges that require adaptation, operating in demanding and changing environments is not new at all. This book questions the conventional wisdom of 9/11 or the end of the Cold War as caesurae. It also argues that the ability to adapt, innovate, question and learn from past experience is crucial for the success of intelligence organizations, rather than ever-expanding funding. Agencies’ ability to reflect, adapt and learn from experience determines their subsequent capability to deliver. One key development resulting from globalization is the marked increase in cooperation between intelligence agencies of different countries on the one hand, and between investigative agencies and intelligence agencies on the other. This has led to concerns over human rights and privacy and to increased calls for accountability and improved oversight as the increase in cooperation between organizations operating globally also provides scope for the circumvention of domestic restrictions. Book excerpt: To avoid the footpaths which may have been mined with improvised explosive devices (IEDs), Ryan Evans, a U.S. federal civilian, was walking across a wheat field in Babaji, Helmand Province, in the spring of 2011. Evans was attached to the Royal Highland Fusiliers (2 Scots), C Company, a heavy infantry patrol tasked with providing security in the vicinity. Begun 2 years earlier, the Helmand Food Zone Program was a form of development intervention which offered subsidies, seed, and fertilizers to farmers who replaced lucrative opium cultivation from poppies with growing and harvesting wheat and vegetable crops. Babaji had been in the control of insurgents until a few months earlier and had not received any assistance from the program during the previous year; consequently, there were tensions between the community and British forces. As Evans and the patrol emerged from the field, an Afghan man sitting nearby, clearly irate, shouted in Pashto that the British soldiers had wanted the farmer to grow wheat instead of poppy, and then the same British soldiers walked through their fields. At the immediate level, the encounter demonstrated the direct link between conflict, food security, and local trade, but conflict has many interrelated and mutual dependencies such that the anecdote is instructive on myriad broader milieus. Where, for example, is the tipping point that makes a civilian value creating an expression of discontent to a heavily armed patrol above his immediate physical security? Do livelihoods and cultures affect military strategies? Are there interdependencies between insurgencies, societies, and economies? Does the language of war require a sociological grammar in order to be understood? Armed conflict is a human enterprise such that, by extension, understanding of the human dimension in a given area of operations should be thought integral to planning successful operations...

Book excerpt: The Human Terrain System embedded civilians primarily in brigade combat teams (BCTs) in Iraq and Afghanistan between 2007 and 2014 to act as a collection and dispersal mechanism for sociocultural comprehension. Set against the backdrop of the program's evolution, the experiences of these social scientists clarifies the U.S. Army's decision to integrate social scientists at the tactical level in conflict. Based on interviews, program documents, material from Freedom of Information Act requests, and secondary sources, this book finds a series of limiting factors inhibiting social science research at the tactical level, common to both Iraq and Afghanistan. Complexity in integrating civilians into the military decision-making cycle, in creating timely research with a high level of fidelity, and in making granular research that resonated with brigade staff all contributed to inhibiting the overall effect of the Human Terrain System. Yet, while high operational tempo in contested spaces complicates social science research at the tactical level, the author argues that there is a continued requirement for a residual capability to be maintained by the U.S. Army. The Army had sent large expeditionary forces beyond the American hemisphere, and at the beginning of the new century Secretary of War Elihu Root had proposed changes and reforms that within a generation would shape the Army of the future. But world war-global war-was still to come. The second volume of this new edition will take up that story and extend it into the twenty-first century and the early years of the war on terrorism and includes an analysis of the wars in Afghanistan and Iraq up to January 2009.
