Book excerpt: The recent history of post-Soviet societies is heavily shaped by the successor nations’ efforts to geopolitically re-identify themselves and to reify certain majorities in them. As a result of these fascinating processes, various new ideologies have appeared. Some are specific to the post-Soviet space while others are comparable to ideational processes in other parts of the world. In this collected volume, an international group of contributors delves deeper into recent theoretical constructions of various post-Soviet majorities, the ideologies that justify them, and some respectively formulated policy prescriptions. The first part analyzes post-Soviet state-builders’ fixation on certain constructed majorities as well as on these imagined communities’ symbolic self-identifications, in- or outward othering, and national languages. The second part deals specifically with post-Soviet ideas of sovereigntism and the way they define majorities as well as imply changes in internal and external policies and legal systems. These processes are analyzed in comparison to similar phenomena in Western societies. Book excerpt: Making the radical argument that the nation-state was born of colonialism, this book calls us to rethink political violence and reimagine political community beyond majorities and minorities. In this genealogy of political modernity, Mahmood Mamdani argues that the nation-state and the colonial state created each other. In case after case around the globe—from the New World to South Africa, Israel to Germany to Sudan—the colonial state and the nation-state have been mutually constructed through the politicization of a religious or ethnic majority at the expense of an equally manufactured minority. The model emerged in North America, where genocide and internment on reservations created both a permanent native underclass and the physical and ideological spaces in which new immigrant identities crystallized as a settler nation. In Europe, this template would be used by the Nazis to address the Jewish Question, and after the fall of the Third Reich, by the Allies to redraw the boundaries of Eastern Europe’s nation-states, cleansing them of their minorities. After Nuremberg the template was used to preserve the idea of the Jews as a separate nation. By establishing Israel through the minoritization of Palestinian Arabs, Zionist settlers followed the North American example. The result has been another cycle of violence. Neither Settler nor Native offers a vision for arresting this historical process. Mamdani rejects the “criminal” solution attempted at Nuremberg, which held individual perpetrators responsible without questioning Nazism as a political project and thus the violence of the nation-state itself. Instead, political violence demands political solutions: not criminal justice for perpetrators but a rethinking of the political community for all survivors—victims, perpetrators, bystanders, beneficiaries—based on common residence and the commitment to build a common future without the permanent political identities of settler and native. Mamdani points to the anti-apartheid struggle in South Africa as an unfinished project, seeking a state without a nation.

The Great War began in August 1914 allegedly because the Schlieffen plan forced the German government to transform a Balkan quarrel into a World War by attacking France. And, in the end, the Schlieffen plan failed at the battle of the Marne. Yet it has always been recognized that the Schlieffen plan included inconsistencies which have never been satisfactorily explained. On the basis of newly discovered documents from German archives, Terence Zuber presents a radically different picture of German war planning between 1871 and 1914, and concludes that, in fact, there never really was a `Schlieffen plan'.

Book excerpt: Since the creation of the Louisiana Legislative Black Caucus in 1977, the number of black lawmakers in the Louisiana legislature has increased; however, many of the socioeconomic indicators show that the condition of their constituents has failed to improve. In The Louisiana Legislative Black Caucus, Jas M. Sullivan and Jonathan Winburn analyze the evolution of the LLBC and raise critical questions as to the effectiveness and limitations of this body of minority legislators. Sullivan and Winburn ask why the LLBC, composed entirely of Democrats, had the lowest bill-passage rate among all the groups in the legislature at the same time the Democratic Party held the majority. The inability of the LLBC to form coalitions across party lines, and even inside its own party, limits its effectiveness, the authors contend. Though LLBC members vote together more often than any other group in the legislature, their bills rarely receive support from outside the caucus. The issues faced by the LLBC's constituents often fail to garner enough support from white Democrats, a group more closely aligned with their Republican colleagues.
