Unfortunately, it has not shared the productivity gains experienced by other industries, in part due to a lack of innovation. Government studies and university research indicate that the structure of the housing industry is an impediment to the adoption of innovation. To help counter this trend, the Partnership for Advancing Technology in Housing (PATH) has sponsored several studies to better understand the process of innovation in housing. PATH recognizes that innovation is important to the housing industry in making homes more affordable, durable, and energy efficient. This guide is the result of a Technology Transfer study of selected innovations and partnerships between inventors, innovators, and manufacturers. It contains information gathered through interviews, focus groups, case studies, and independent research, and provides insights for readers who have an invention or innovation to commercialize in the housing industry.

In Architectural Design and Regulation the authors argue that the rule and regulatory basis of architecture is part of a broader field of socio-institutional and political interventions in the design and development process that serve to delimit, and define, the scope of the activities of architects. The book explores how the practices of architects are embedded in complex systems of rules and regulations. The authors develop the understanding that the rules and regulations of building form and performance ought not to be counterpoised as external to creative processes and practices, but as integral to the creation of well-designed places. The contribution of Architectural Design and Regulation is to show that far from the rule and regulatory basis of architecture undermining the capacities of architects to design, they are the basis for new and challenging activities that open up possibilities for reinventing the actions of architects.

This report provides an update to the 2003 RAND report, Building Better Homes: Government Strategies for Promoting Innovation in Housing, to better reflect the current understanding and practice of innovation in housing and identify the most useful Federal role for promoting such innovation. Consistent with the original report, the research team examined the structure, characteristics, and motivations within the homebuilding industry that either advance or hinder research and development (R&D), and the diffusion and adoption of housing innovations. The authors propose a new non-linear model of the innovation process that is realistic and appropriate to housing. The report outlines information-gathering and analytic activities needed to inform federal innovation policy and principles that should guide selection of policies for supporting housing technology innovation in public-private context, and strategies to increase the impact of federal R&D investments.

It is felt that by "reasonably demonstrating" the value of various innovations to subcontractors, there will subsequently be a "natural" spread to other projects as the subcontractors utilize their newly acquired cost-effective techniques to gain a competitive advantage. The work includes a discussion of a literature review and the identification and selection of innovation technologies. This project report will be of interest to researchers, builders and developers who wish to integrate new and improved building process onto the mainstream of the construction industry.

Book excerpt: The application of technology to housing design, construction, and operation offers opportunities for improving affordability, energy efficiency, comfort, safety, and convenience for consumers. New technologies and production processes could help resolve serious problems facing housing producers, including labor shortages, interruptions due to inclement weather, quality control, and theft and vandalism losses. However, it is generally believed that realizing these benefits on a broad scale is considerably hindered by characteristics of the housing industry that inhibit the development and diffusion of innovations. The Partnership for Advancing Technology in Housing (PATH) supports activities to address issues that are perceived by the industry to be the primary causes of the problems, i.e., barriers to innovation, lack of accessible information, and insufficient research and development (R&D) (NAHBRC, 1998). PATH was initiated in 1998 when Congress appropriated funds for the U.S. Department of Housing and Urban Development (HUD) to begin implementing the concept, which was created by the National Science and Technology Council Construction and Building Subcommittee (NSTC C&B). At the request of HUD, the National Research Council (NRC) assembled a panel of experts as the Committee for Review and Assessment of the Partnership for Advancing Technology in Housing under the NRC Board on Infrastructure and the Constructed Environment. The committee was asked to assess how well PATH is achieving its many program objectives to expand the development and utilization of new technologies in the U.S. housing industry. The committee has approached evaluation of the program as an exercise that also provides direction for PATH's future improvement.
