Book excerpt: “South America is not the poorest continent in the world, but it may very well be the most unjust.” This statement by Ricardo Lagos, then president of Chile, at the Summit of the Americas in January 2004 captures nicely the dilemma that faces Latin American countries in the wake of the transition to democracy that swept across the continent in the last two decades of the twentieth century. While political rights are now available to citizens at unprecedented levels, social and economic rights lag far behind, and the fledgling democracies struggle with long legacies of poverty, inequality, and corruption. Key to understanding what is happening in Latin America today is the relationship between the state and civil society. In this ambitious book, Philip Oxhorn sets forth a theory of civil society adequate for explaining current developments in a way that such controversial neoconservative theories as Francis Fukuyama’s liberal triumphalism or Samuel Huntington’s “clash of civilizations” cannot. Inspired by the rich political sociology of an earlier era and the classic work of T. H. Marshall on citizenship, Oxhorn studies the process by which social groups are incorporated, or not, into national socioeconomic and political development through an approach that focuses on the “social construction of citizenship.”

In this context, some one hundred and forty thousand Ottoman Syrians came to Argentina prior to World War I, and over the following decades Middle Eastern communities, institutions, and businesses dotted the landscape of Argentina from bustling Buenos Aires to Argentina's most remote frontiers. Argentina in the Global Middle East connects modern Latin American and Middle Eastern history through their shared links to global migration systems. By following the mobile lives of individuals with roots in the Levantine Middle East, Lily Pearl Balloffet sheds light on the intersections of ethnicity, migrant–homeland ties, and international relations. Ranging from the nineteenth century boom in transoceanic migration to twenty-first century dynamics of large-scale migration and displacement in the Arabic-speaking Eastern Mediterranean, this book considers key themes such as cultural production, philanthropy, anti-imperial activism, and financial networks over the course of several generations of this diasporic community. It draws on semi-structured interviews with migrants to offer insights into interactions between police and migrants, narratives of police violence, police attitudes towards migrants, the nexus between police and politics and the perception of the vulnerability of the migratory community of belonging to police action. Using a mixed methods approach, it also draws on secondary quantitative data regarding police practices of detention of migrants and examines political discourses around the immigration-crime association. In essence, it discusses the changes in attitude of the police towards different ethnic-national groups during the administration Cambiemos. In this sense, it presents empirical research and methodological insights from the Global South.

Drawing on the work of Raymond Williams, genuine participation has to be an open and democratic process which enables all to contribute to the creation of meanings. Adult education in communities can then be involved in the process of creating ‘really useful knowledge’, that is, knowledge which enables people – individuals and collectivities who experience systematic forms of oppression, domination and exploitation – to think about, analyse and act on their situation individually and severally. By drawing on contemporary accounts of emancipatory action and participatory research the author elaborates on the role of adult educators in this context. (From the Preface) This book tries to reflect on adult education and its close relationships with communities. It is a modest attempt to maintain adult education in the scope of the community life against the growing schooling, the focus on employability, and on the labour market. In the last years it seems that adult education has become a kind of provider of diplomas, skills and competences and has forgotten its role to enlighten individuals and help them to share their community life with an abundance of richness, diversity, sadness and happiness. Adult Education is intrinsically connected to daily life, and the life that individuals constantly edify in their interactions. If adult education is connected to daily life, one of the major tasks is to recover this feeling and to link daily life and education. I think that at present time, in a moment of intense reductionism, reality is usually presented as very plain, losing its complexity and diversity that are related to the fact that life is being lived everyday by men and women as creators and relational beings.
