Book excerpt: The purpose of this project was to research long-range (parametric) cost estimation at the Colorado Department of Transportation (CDOT), utilizing AASHTO's Trns.port Cost Estimation and Decision Support software. Info Tech, Inc., analysis reviewed CDOT's current long-range estimation practices and identified revisions which would be needed to satisfactorily meet CDOT's future cost estimating requirements, i.e., in order to develop consistent and reliable cost estimates when little is known about a project. Both item and contract classifications utilized by CDOT in BAMS/DSS were revised to reflect more logical functional groupings. The new contract work type and item classification were used directly to develop an Interim Solution for Long-Range Cost Estimation that uses historical bid-based default prices. Info Tech analysts also researched Internet sources to identify the availability of major item cost data at the regional and national level, including data for multimodal project types.

The optimum asphalt content was not the same as what the department had historically used. The purpose of this study was to gather data to validate the number of gyrations that should be used with the Superpave mix design. Based on the data gathered from the 25 evaluation sections, the optimal number of design gyrations for the Field Mixed/Lab Compacted material is too high. Mixes appear to be too stiff for the traffic and environmental conditions.

The Code was first published in 1926, and a new edition of the code has been published every six years since 1934. The 2012 edition of the Code incorporates laws enacted through the One Hundred Twelfth Congress, Second Session, the last of which was signed by the President on January 15, 2013. It does not include laws of the One Hundred Thirteenth Congress, First Session, enacted between January 2, 2013, the date it convened, and January 15, 2013. By statutory authority this edition may be cited "U.S.C. 2012 ed." As adopted in 1926, the Code established prima facie the general and permanent laws of the United States. The underlying statutes reprinted in the Code remained in effect and controlled over the Code in case of any discrepancy. In 1947, Congress began enacting individual titles of the Code into positive law. When a title is enacted into positive law, the underlying statutes are repealed and the title then becomes legal evidence of the law. Currently, 26 of the 51 titles in the Code have been so enacted. These are identified in the table of titles near the beginning of each volume. The Law Revision Counsel of the House of Representatives continues to prepare legislation pursuant to 2 U.S.C. 285b to enact the remainder of the Code, on a title-by-title basis, into positive law. Book excerpt: This synthesis on the use of recycled rubber tires in highways will be of interest to administrators and policy-makers; pavement, materials, geotechnical, environmental, and traffic operations engineers; and research engineers involved with highway design and construction issues. Information is provided on the uses of rubber tires in asphalt paving materials as well as other uses, such as on fills and embankments, for erosion control and on railroad grade crossings. Specifically, information is included which identifies the agencies using or implementing applications for recycled rubber tires and defines the design parameters, technical and construction limitations, performance, costs, benefits, environmental limitations, specifications, and availability. This synthesis of information defines the use of recycled rubber tires in highways and is based on a review of nearly 500 references and on information recorded from state highway agency responses to a 1991 survey of practice. Updates are included for as much of the state practice information possible through 1993. The use of scrap tires for highway applications is dynamic with regard to policy and technical issues. Therefore, the reader should keep in mind that the information presented reflects the best available data at a particular time. The synthesis also identifies current research in the topic area, critical research needs, and legislative issues that affect application and use of recycled rubber tires.

Book excerpt: This report documents the construction and performance of the Colorado Department of Transportation's (CDOT's) first two Stone Mastic Asphalt (SMA) projects. The first project, located on SH 119 from SH 52 to Longmont, contained three SMA mixes, two polymer-stabilized mixes and one fiber mix. This project successfully demonstrated the design, production and placement of SMA. The second project located on the Colfax Viaduct in Denver was CDOT's first attempt to use SMA on a bridge deck. This project used a polymer-stabilized mix. This project successfully demonstrated the placement of SMA on a bridge deck. SMA is currently being used as a wearing surface in Colorado. Guidelines and a best practice guide have been developed and have been adopted for statewide use. In addition, CDOT's Bridge Branch has developed a specification for using SMA as part of the overlay system.
