Book excerpt: In the early part of this century, Argentina was one of the most affluent nations in the world. Since then, the Argentine economy has experienced long periods of stagnation and recession. Larry Sawers links the country's economic failure to the backwardness of the interior, which comprises 70 percent of the area of the country and in which nearly one-third of the population resides.The interior's poverty, according to Sawers, is caused by the scarcity of agricultural resources and by serious inequalities in the distribution of those resources. The region is poorly endowed, land has been degraded through abuse and overuse, and most farmers work tiny, unproductive plots. Moreover, most of the products of the interior are produced for highly protected domestic markets and face stiff competition and falling prices in world markets. Recent reforms in Argentina have dramatically aggravated the economic crisis of the interior.Sawers shows how the poverty of the interior has contributed to the dismal performance of the Argentine economy as a whole. He emphasizes the deleterious effects of extensive emigration from the interior to the major urban areas that are unable to absorb the human tide. Additionally, the national government has taxed the more prosperous regions in order to subsidize the interior, placing a severe drain on the federal government budget and worsening inflation. The effects of the interior's poverty on the nation are also political. Sawers argues that the backward political system in the interior exacerbates the worst features of the national political culture and governance, which in turn pose profound obstacles to economic progress.

Combining statistical analysis and ethnographic study, Harry Hiller uncovers two waves of in-migration to Alberta. His innovative approach begins with the individual migrant and analyzes the relocation experience from origin to destination. Through interviews with hundreds of migrants, Hiller shows that migration is complex and dynamic, shaped not just by what Alberta offers but also prompted by a process that begins in the region of origin that makes migration possible and helps determine whether migrants stay or return home. Internal migration has fallen noticeably since the 1980s, reversing increases from earlier in the century. The decline in migration has been widespread across demographic and socioeconomic groups, as well as for moves of all distances. Although a convincing explanation for the secular decline in migration remains elusive and requires further research, the authors find only limited roles for the housing market contraction and the economic recession in reducing migration recently. The influence of extraordinary events such as the election of a separatist government in Quebec and the closure of the east coast cod fishery is also considered. They look at why we ought to be concerned about public policies that interfere with market-based incentives to move, provide a wealth of information on interregional differences in public policies and market conditions, and examine what other researchers have discovered about fiscally induced migration, culminating in a discussion of the likely impact of various policy changes on migration and provincial unemployment rates. The authors' assessment of the lessons to be learned from their own and past research on policy-induced migration in Canada will be of interest to students of migration and policy makers alike.

At the same time, the failure of provinces to correct health care problems acts a serious irritant in intergovernmental relations, creating a vicious cycle where deficiencies in intergovernmental fiscal relations make health care reform difficult while failures to effect health care reform increase conflict between the provinces and the federal government. This collection of essays analyses key issues in federal-provincial health care relations, particularly the fiscal component. The authors look at why there is a role for the federal government in health care and consider the critical issues in recent intergovernmental political battles over this role. The issues of whether the vertical federal-provincial fiscal imbalance is myth or reality, how much the federal government does and should contribute financially to provincial health care programs, and methods for settling disputes, such as those over user fees, are discussed.
