Multinationale Interventionen in Konfliktgebiete sind deshalb vor allem proaktive Strategien zur Wahrnehmung nationaler Sicherheitsinteressen, und zwar auch dann, wenn sie humanitar begrundet werden. Insbesondere der Wiederaufbau bzw. Aufbau von staatlichen Strukturen im Konfliktgebiet stellt die intervenierenden Machte nach dem Ende der Kampfhandlungen vor groae Herausforderungen. Das vorliegende Buch versucht, anhand der Analyse des internationalen Engagements im Kosovo, in Afghanistan und in Moldova/Transnistrien die unterschiedlichen Zugange zum Nation- und Statebuilding sowohl bei den lokalen Akteuren als auch bei den intervenierenden Machten zu beschreiben. Durch die Analyse dreier unterschiedlicher Konzepte sollen die Komplexitat internationaler Friedensmissionen und das oft schwierige Zusammenspiel zwischen lokalen und internationalen Akteuren einerseits sowie zwischen militarischen und zivilen internationalen Akteuren andererseits dargestellt werden. Es wird versucht, neben der Analyse der Voraussetzungen fur ein erfolgreiches Engagement in Post-Konflikt-Gesellschaften auch Grenzen des Machbaren bei internationalen Friedensmissionen aufzuzeigen und nuchtern Bilanz zu ziehen.

Nonetheless, Moldova and the Russia-dominated geopolitics of the Black Sea region receive still relatively little attention in the West. This is all the more surprising as there remain a number of consequential political divisions and unresolved conflicts in the area. One of them is the Transnistria conflict in Moldova.This book is a contribution to the, so far, small research and policy agenda on Moldova, and includes findings of several research trips to Moldova, Transnistria and their neighbouring countries. At first, the study reassesses the Transnistria conflict. Contrary to widely held assumptions, this conflict is found to be mainly based on a clash of elites and geopolitical interests rather than on ethnic tensions. The second part of the book analyses the interests, official position, actual impact and potential role of the EU in Moldova's internal separatist conflict and its related external tensions with Russia. So far, the EU has had a limited involvement in the conflict resolution efforts and in the international relations of Moldova. This book concludes that it is becoming increasingly important and possible for the EU to get effectively involved in this region, but that the scope of EU activities in Moldova and Transnistria depends on the country’s relations with, and on the actions in this area of, the United States and Russia. At its end, the study offers recommendations for future EU policies directed at Moldova.

It breaks away from the prevailing assumption that conflict behaviours are mutually isolated reactions having mutually isolated effects. Instead, reactions are viewed as components of complex conflict behaviour that influence each other's impact on the substantive and relational outcomes. The simultaneous and sequential occurrence of, for example, problem solving and fighting should therefore be studied together and not separately. The author presents a ladder of stepwise increases in theoretical quality, and designs the sequence of chapters in such a way that the theoretical value increases step by step. The lower steps lead to the description of behavioural components and to a model of integrative and distributive dimensions. The upper steps lead to the dimensions of dual concern for one's own and the other's goals and to complexity explanations in terms of the novel paradigm of conglomerated conflict behaviour. The chapters are summarised into thirty-four interrelated propositions. Six empirical studies demonstrate the validity of crucial propositions at each level of the theoretical framework. This monograph primarily reaches out to an academic readership. However, due to its clear structure, its comprehensive propositions, its frequent use of figures, and its glossary, the book will also provide an invaluable resource for any student and practitioner interested in conflict management and negotiation.
