Through a qualitative content analysis of key foreign policy speeches, this book traces and compares German and Japanese national role conceptions by identifying policymakers' perceived duties and responsibilities of their country. Further, through two case studies on missile defence policies and textbook disputes this study investigates actual foreign policy behaviour in order to question the assertion that post Cold War Germany and Japan are following very different paths.

The articles address a range of issues starting with the dilemma of how to reach agreement on what constitutes terrorism and how to encapsulate this in a legitimate definition. The essays move on to examine the varied responses to terrorism by states and international organisations. These responses range from the suppression conventions of the Cold War, which were directed at criminalising and punishing various manifestations of terrorism, to more coercive, executive-led responses. Finally, the articles consider the role of the Security Council in developing legal regimes to combat terrorism, for example by the use of targeted sanctions, or by general legislative measures. An evaluation of the contribution of the sum of these measures to the goals of peace and security as embodied in the UN Charter is central to this collection.

Book excerpt: While unification has undoubtedly had major effects on Germany's political economy, the pattern of current policy-making preferences was established at an earlier stage, in particular, at the beginning of the 'Kohl-era' in 1982. This essentially neo-liberal pattern can be seen to have dominated the modalities chosen to guide Germany through the process of unifi cation and was mirrored in developments in other OECD countries and in particular within the EU. This book demonstrates that the three policy imperatives (neo-liberal structural reform, European monetary integration, and unification) produced a policy-mix which, together with other structural economic and demographic factors, has had disappointing results in all three areas and hampered Germany's overall economic development.

Book excerpt: Challenging conventional wisdom about German dominance in the new Europe, this study presents a new approach to the question of power and influence after the Cold War. Inspired by the debate over German hegemony and drawing on intensive fieldwork, Ann L. Phillips develops two original cases of German relations with East-Central Europe to test competing arguments. As she convincingly demonstrates, the politics of reconciliation and the activities of German party-affiliated foundations illustrate German engagement in the region in its dual faces: restraint and projection. The author uses the less-developed literature on reciprocal influences of domestic politics and the international environment to frame her analysis. These two cases provide evidence not only of the intersection of domestic politics and international relations but of when and how one trumps the other. Contributing to the theoretical debate, Phillips argues that this interplay explains the divergent trajectories bilateral relations have taken since 1990 in ways that more traditional neo-realist or liberal approaches could not. The author’s fresh perspective and new evidence demonstrate that East-Central European states play a much greater role in the influence equation than they did in the past.

By 1990, free elections had been held in most countries in the region. Forty - in some cases fifty - years of communism had come to an end. However, the 'revolutions' of 1989 were not uniform processes: the starting points were different, the trajectories were different - and outside Central Europe even the outcomes of the transitions from communism were different. The fall of communism also caused the Soviet empire to crumble, and the Soviet Union itself fell apart in December 1991 - as did Czechoslovakia in 1993, and Yugoslavia in a gradual process that was to last from 1991 to 2008. This book originated in a conference held in Oslo 11-13 November 2009, arranged by the E.ON Ruhrgas scholarship programme for political science, and commemorating the 20th anniversary of the 'revolutions' in Central and Eastern Europe. The 16 chapters take stock of developments after 1989, with special emphasis on the causes and effects of the transitions, including the processes of state unification and separation that followed in the wake of the 'revolutions'. The book is divided into four main parts: regime transitions from communism; state unification and separation; party system continuity and change since 1989 (in Germany, the Czech Republic, Hungary, and Poland); and on the effects of German unification on external and internal German relations.
