Book excerpt: Driven by demographic changes, and reinforced by intensifying globalization, international labour mobility has been on the rise in recent decades in the Asia-Pacific region. It seems that, after trade and investment, labour mobility constitutes the final frontier for regional integration among the Asia-Pacific economies. There is no doubt that labour movements are integral to regional economic integration and critical to the long-term health of the regional economies and business operations. In reality, however, such movements are much burdened with political and social problems in the labour origin economies as well as the labour destination economies, and yet many of these problems remain not just unaddressed by the relevant governments but not even well studied. The present volume seeks to fill this gap by offering synthesis papers stemming from the studies on international labour migration in twenty Asia-Pacific economies which were discussed at a joint PECC-ABAC conference held in Seoul, Korea, on 25-26 March 2008, organized by KOPEC. These papers examine the demographic transition, the associated pattern of international labour migration, the national policies associated with it as well as their implications for business and the issues they raise, and, finally, the implications of these analyses for cooperation among the APEC governments, for each of the four subregions in the Asia-Pacific, as well as for the whole region.

It shows that international migration is not rooted in poverty or rapid population growth, but in the expansion and consolidation of global markets. As nations are structurally transformed by their incorporation into global markets, people are displaced from traditional livelihoods and become international migrants. In seeking to work abroad, they do not necessarily move to the closest or richest destination, but to places already connected to their countries of origin socially, economically, and politically. When they move, migrants rely heavily on social networks created by earlier waves of immigrants, and, in recent years, professional migration brokers have become increasingly common. Developing countries generally benefit from international migration because migrant savings and remittances provide foreign earnings to finance balance of payments deficits and make productive investments. Some developing nations have gone so far as to establish programs or ministries dedicated to the export of workers. Developed nations, in contrast, focus more on the social and economic costs of immigrants and seek to reduce their numbers, regulate their characteristics, and limit their access to social services. Over time, receiving nations have gravitated toward a similar set of restrictive policies, yielding undocumented migration as a worldwide phenomenon. Globalization also creates infrastructures of transportation, communication, and social networks to put developed societies within reach. In the latter, ageing populations and segmenting markets create a persistent demand for immigrant workers. All these trends are likely to intensify in the coming years to make immigration policy a key political issue in the twenty-first century.

Messina and his contributors analyze why the major immigrant-receiving states of Western Europe historically permitted and often abetted relatively high levels of postwar migration, and they assess how contemporary governments attempt to govern immigration flows and manage the domestic social and political fallout which it inevitably yields. The central purpose of the volume is to address these questions within the context of the decision-making logics that have demonstratively governed postwar migration to Western Europe in each of its three distinct, but interrelated waves or phases-labor migration, family migration, and humanitarian or forced migration. Managing migration and integration are key concerns for governments in nearly every region of the world and will take on even greater importance as globalization and technological advances shrink distances and bring us closer together. White uses an evidence-based approach to understanding immigration and economic integration to debunk the “migration myth” that sees a strong connection between these two factors. Contrary to prevailing assumptions, the main argument is that there is no substantial relationship between the international migration and regional integration, despite the political rhetoric that generates enormous fear and anxiety surrounding these issues. Instead of conflating them, countries can consider the benefits of integration policies without worrying about migration and can consider migration policies without concern for integration.
