Book excerpt: This work brings together a number of papers written by experts, mostly senior and active international civil servants, but also retired staff, analyzing the measures taken in international organizations in order to obtain greater accountability. Codes of conduct have been introduced, as well as more detailed measures of control. This has also required review of due process and dispute resolution provisions. The main objective of these codes of conduct is to foster appropriate behaviour of staff, but, ideally, these codes should also be instrumental in avoiding disputes, since staff knew more clearly what is expected of them. This book is a reflection of exchanges of views and information between administrative lawyers and, to some extent, investigators/prosecutors to ensure that the organizations become more transparent, corruption free and respective of the highest standards. Accountability and transparency have now become the rule, and increasingly also the practice. Much is still to be done, however. Discussions are ongoing in many organizations. This work's purpose is also to contribute to these discussions. In addition to the analytic and frank contributions, this work contains various documents of international organizations, reflecting the codes of conduct and charters of values now in place.

Book excerpt: After a history of funding environmentally costly megaprojects, the World Bank now claims that it is trying to become a leading force for sustainable development. For more than a decade, nongovernmental organizations (NGOs) and grassroots movements have formed transnational coalitions to reform the World Bank and the governments that it funds. The Struggle for Accountability assesses the efforts of these groups to make the World Bank more publicly accountable. The book is organized into four parts. Part I describes the NGOs and grassroots movements that are the book's central focus. Part II presents case studies of four projects that provoked the emergence of transnational advocacy coalitions: Indonesia's Kedung Ombo dam, the Mt. Apo geothermal plant in the Philippines, Brazil's Planaforo Amazon development project, and the remarkable campaign of Ecuador's indigenous people to influence national economic policy that led to their participation in the design of a development loan. Part III looks at the origins and politics of reform in four areas of broader World Bank policy: the rights of indigenous peoples, involuntary resettlement, water resources, and the World Bank's institutional reforms that are supposed to encourage public accountability. With a focus on the humanitarian crisis in Syria, the volume examines what formal responsibility and actual capability international institutions have to protect and prevent civilians from systematic mass atrocities and presents an analysis of several prominent international organizations (IOs). Each chapter focuses on a specific organization and explores their formal responsibilities and how these pertain to the obligations of the R2P. Existing capabilities and actual abilities to address the challenges of R2P are analysed by looking at these issues before, during, and after the occurrence of the humanitarian crisis in Syria. With the UN not fully engaged in the Syrian conflict, the systematic human rights abuses have engendered greater attention on other organizations. This volume argues that if the UN Security Council’s inactions result in an abdication of responsibilities under the UN Charter, there should not only be a discussion of how the UN must alter its approach, but also an examination of whether there are alternative R2P paths for other MNOs to take in the name of international peace and human security.
