Contrary to the common understanding that polarisation is associated with populism and illiberal democracies, this book demonstrates that polarisation is by no means the result of one anti-democratic side of the conflict. By proposing this analytical inquiry, this book advances a new theoretical framework to characterise politics as either polarised or not. This framework is a unique approach that integrates people’s agency and socio-historical constraints to explain polarisation in depth. Drawing on Foucault’s concept of discourse, subject, and governmentality, and Laclau’s concept of logics and hegemony, this framework focuses on how to distinguish polarised politics from another form of politics. As a technology of power, polarisation can be performed by a variety of actors and is governed by a broad, conscious end, that is organising society by reducing the possibilities of alternative ways of thinking, speaking and doing politics to two options. This study takes a deep dive into the political polarisation in Venezuela, a country with almost two decades of conflict between Chavismo and the Opposition disputing the meaning of democracy, and with the most critical crisis in the Americas as a result of polarisation. With close attention paid to the logics or rationalities of power to explain what lies behind definitions of democracy. This analysis allows us to observe the rationalities and dynamics beyond what is said, in particular, the book explores hegemonic logics (myths, fantasies of threats and promises) used by both political groups to create a political identity.

Then, in 1992, Hugo Chávez Frías attempted an unsuccessful military coup. Six years later, he was elected president. Once in power, Chávez redrafted the 1961 constitution, dissolved the Congress, dismissed judges, and marginalized rival political parties. In a bid to create direct democracy, other Latin American democracies watched with mixed reactions: if representative democracy could break down so quickly in Venezuela, it could easily happen in countries with less-established traditions. On the other hand, would Chávez create a new form of democracy to redress the plight of the marginalized poor? In this volume of essays, leading scholars from Venezuela and the United States ask why representative democracy in Venezuela unraveled so swiftly and whether it can be restored. Book excerpt: Comparing two consequential movements that shed light on the nature of revolution Revolutions in Cuba and Venezuela compares the sociopolitical processes behind two major revolutions—those of Cuba in 1959, when Fidel Castro came to power, and Venezuela in 1999, when Hugo Chávez won the presidential election. With special attention to the Cuba-Venezuela alliance, particularly in regards to foreign policy and the trade of doctors for oil, Silvia Pedraza and Carlos Romero show that the geopolitical theater where these events played out determined the dynamics and reach of the revolutions. Updating and enriching the current understanding of the Cuban and Venezuelan revolutions, this study is unique in its focus on the massive exoduses they generated. Pedraza and Romero argue that this factor is crucial for comprehending a revolution’s capacity to succeed or fail. By externalizing dissent, refugees helped to consolidate the revolutions, but as the diasporas became significant political actors and the lifelines of each economy, they eventually served to undermine the social movements. Using comparative historical analysis and data collected through fieldwork in Cuba and Venezuela, as well as from immigrant communities in the US, Pedraza and Romero discuss issues of politics, economics, migrations, authoritarianism, human rights, and democracy in two nations that hoped to make a better world through their revolutionary journeys. A new Council on Foreign Relations (CFR)-sponsored Independent Task Force report asserts "that it is in the interest of the United States to understand Brazil as a complex international actor whose influence on the defining global issues of the day is only likely to increase."Brazil currently ranks as the world's fifth-largest landmass, fifth-largest population, and expects to soon be ranked the fifth largest economy. The report, Global Brazil and U.S.-Brazil Relations, recommends that "U.S. policymakers recognize Brazil's standing as a global actor, treat its emergence as an opportunity for the United States, and work with Brazil to develop complementary policies."The Task Force is chaired by former secretary of energy Samuel W. Bodman and former president of the World Bank James D. Wolfensohn, and directed by CFR Senior Fellow and Director for Latin America Studies, and Director of the Global Brazil Initiative Julia E. Sweig.Recognizing Brazil's global role, the report recommends that the Obama administration now fully endorse the country's bid for a seat as a permanent member of the United Nations Security Council (UNSC). It argues that "a formal endorsement from the United States for Brazil would go far to overcome lingering suspicion within the Brazilian government that the U.S. commitment to a mature relationship between equals is largely rhetorical."Domestically, Brazil's "inclusive growth has translated into a significant reduction of inequality, an expansion of the middle class, and a vibrant economy, all framed within a democratic context." Consequently, Brazil has been able to use its economic bona fides to leverage a stronger position in the international, commercial, and diplomatic arena.The report stresses the importance of regular communication between the presidents of both countries. "Cooperation between the United States and Brazil holds too much promise for miscommunication or inevitable disagreements to stand in the way of potential gains." A mature, working relationship means that "the United States and Brazil can help each other advance mutual interests even without wholesale policy agreements between the two," notes the report.The Task Force further recommends that- the U.S. Congress "include an elimination of the ethanol tariff in any bill regarding reform to the ethanol and biofuel tax credit regime."- the United States "take the first step to waive visa requirements for Brazilians by immediately reviewing Brazil's criteria for participation in the Visa Waiver Program."- the U.S. State Department create an Office for Brazilian Affairs and the National Security Council (NSC) centralize its efforts under a NSC director for Brazil in order to better coordinate the current decentralized U.S. policy.The bipartisan Task Force includes thirty distinguished experts on Brazil who represent a range of perspectives and backgrounds. The report includes a number of additional views by Task Force members, including one that notes, "We believe that a more gradual approach [regarding Brazil's inclusion as a full UNSC member] would likely have more success in navigating the diplomatic complexities presented by U.S. support for Brazil." Another view asserts, "If the United States supports, as the Obama administration has said it does, leadership structures in international institutions that are more reflective of international realities, it must support without qualifications Brazil's candidacy [for the UNSC]."
