In the period since 1945 growing concern has been shown over the international monetary problems which LDCs face, and since 1971 LDCs have been significant participants in the reform of the international monetary system. After tracing the evolution of the relationship between LDCs and the International Monetary Fund, the book goes on to examine, with full reference to the available empirical evidence, the major causes and consequences of LDCs' international monetary problems. Topics covered include: export instability; the terms of trade; the demand for reserves and reserve adequacy; and adjustment difficulties. A thorough examination is then made of the ways in which financial assistance has been provided to LDCs through the IMF and the Eurocurrency market. Finally, certain key policy issues are discussed: the commodity problem; the link between the creation of international liquidity and the provision of development aid; and exchange rate policy. Each chapter is followed by an extensive bibliography which is designed to help the reader to pursue further any topic of particular interest. The presentation, which is non-mathematical, is in the form of a textbook. The issues are surveyed, the main arguments discussed, and the available empirical evidence presented. It is revealed, however, that on many issues it is at present difficult to draw firm conclusions. The book will be of interest to students of international, monetary, and development economics.

Globalization intensifies interdependence between formerly separated nations, however the world seems to be more fragmented, between the rich and the poor, between the powerful and the powerless, and between supporters and opponents of the new global economy. Current figures reveal the contradiction between those that have managed to benefit from globalization, and those that are considered to be the losers of this period: A girl born in Japan has a 50 percent chance of seeing the chance of seeing the 22nd century, while a newborn in Afghanistan has a 25 percent chance of dying before age 5. The richest five percent of the world’s people have incomes 114 times those of the poorest five1, and the world’s richest one percent of people receive as much income as the poorest 57 percent.2 The developing countries are currently facing two major problems: The first one is income poverty. In order to reduce the share of people living on one Dollar a day, the per capita income has to grow by 3.7 percent annually according to optimistic estimations. However, only 24 developing countries have realized these growth rates in the recent years. On the other hand, more than 127 countries with 34 percent of the world population have not grown at this rate.3 Many countries have suffered negative growth and the share of the poor people has increased, although the public focused increasingly on the poverty problem in the recent years, as it just happened at the “Live Aid Concert.” The second problem is infant mortality. 85 countries are on the track to reduce infant mortality to one third of the 1990 level, but they comprise less than one quarter of the world population. One the other hand, 81 percent of the countries with more than 60 percent of the world population will not be able to achieve this goal until 2015. The initial survey round was followed by a second one in 2014 and by a third in 2017. Compiled using nationally representative surveys of more than 150,000 adults age 15 and above in over 140 economies, The Global Findex Database 2017: Measuring Financial Inclusion and the Fintech Revolution includes updated indicators on access to and use of formal and informal financial services. It has additional data on the use of financial technology (or fintech), including the use of mobile phones and the Internet to conduct financial transactions. The data reveal opportunities to expand access to financial services among people who do not have an account—the unbanked—as well as to promote greater use of digital financial services among those who do have an account. The Global Findex database has become a mainstay of global efforts to promote financial inclusion. In addition to being widely cited by scholars and development practitioners, Global Findex data are used to track progress toward the World Bank goal of Universal Financial Access by 2020 and the United Nations Sustainable Development Goals. The database, the full text of the report, and the underlying country-level data for all figures—along with the questionnaire, the survey methodology, and other relevant materials—are available at www.worldbank.org/globalfindex.

Book excerpt: Although commercial banks have played an increasingly important role in providing capital to developing nations, many analysts argue that private financing poses risks both to borrowing nations and the stability of the international economic system. In response, Mr. DaCosta demonstrates that developing nations that adopt appropriate policies can gain substantially by drawing on private sources of capital. His analysis indicates that many criticisms of the role of commercial banks are unfounded and that debt problems in LDCs typically are related to inadequate reserve and external debt management policies in the borrowing countries themselves. Emphasizing that economic growth in LDCs often is constrained by balance-of-payment deficits, Mr. DaCosta shows that nations relying on private capital frequently experience higher-than-average growth rates and argues that the advantages of unconditional or untied aid generally outweigh the constraints imposed by the multilateral aid agencies. In conclusion, he outlines specific policies developing nations can adopt to reduce financial risk and, turning to the needs of the poorest of the LDCs, examines a variety of proposals aimed at increasing the flow of concessional assistance to those countries that cannot qualify for commercial bank funds.
