However, managing these phenomena has become both more challenging and more critical to ensuring human security and sustainable development. Not only are gradual and sudden forms of environmental change aquiring greater magnitude, but they are likely to lead to ever larger waves of internal and international migration, including mass human displacement. Migration is also having a demonstrable impact - at times positive, at others negative - on the environment in communities of origin and destination. Both phenomena are figuring more prominently in the eruption of new and old conflicts. Recognising the need to support improvements in research and policy for more effective management of the association between migration, the environment and other intermediating social, economic and political factors, the International Organization for Migration (IOM) and the United Nations Population Fund (UNFPA) co-sponsored a two-day Expert Seminar on Migration and the Enviornment in Bangkok, Thailand on 22-23 February 2007.

Book excerpt: For the past decade, humanitarian actors have increasingly sought not only to assist people affected by conflicts and natural disasters, but also to protect them. At the same time, protection of civilians has become central to UN peacekeeping operations, and the UN General Assembly has endorsed the principle that the international community has the "responsibility to protect" people when their governments cannot or will not do so. Elizabeth Ferris explores the evolution of the international community's understandings of protection, with a particular emphasis on the humanitarian community. "Protection" is a noble word, with positive connotations, but what does it actually mean in practice? Does providing assistance to vulnerable people protect them, for example? Does monitoring the number of rapes protect women? Does increased engagement in protection activities by humanitarian agencies jeopardize the cornerstone humanitarian principles of neutrality and impartiality? In The Politics of Protection, Ferris examines inconsistent ways in which protection is defined and applied. For example, why do certain groups receive international protection while other equally needy groups do not? Her case studies, ranging from Iraq to Katrina, illustrate the challenges—and limitations—of protecting vulnerable populations from the ravages of war and natural disasters. Ferris argues that the protection paradigms currently in use are inadequate to meet the challenges of the future, such as climate change, protracted displacement, and the changing nature of warfare.

Migration is one of the oldest adaptation measures of humanity. Indeed, without migration the multitude of civilizations and interactions between them – peaceful and otherwise – would be hard to imagine. The United Nations (UN)-led global dialogue on migration is a clear sign that governments and the specialized UN agencies and bodies have recognized the need to view, govern, manage, and facilitate migration; to mitigate its negative effects; and to capitalize on the positive ones. It is a common expectation among experts that environmentally induced migration will further increase in the decades to come. Hence, next to the political, economic, ethnic, social, financial, humanitarian, and security aspects of migration, the environmental component should urgently be considered in the ongoing international dialogue on migration. This need is also a challenge. Without appropriate scientific knowledge, assessment, definitions, and classifications, the intergovernmental frameworks would not be able to deal with these complex phenomena. The Five-Pronged-Approach as formulated by the United Nations University (UNU) may serve as a framework to identify the additional dimensions of this challenge next to – and actually simultaneously with – the scientific one.
