The social work profession, with its commitment to working with the marginalised and the underprivileged, cannot be immune to the challenges posed by the scarcity of water, and must inevitably join the various efforts made the world over to tackle this problem head on. This book examines specific nuances of water scarcity, and develops viable social work intervention strategies based on the experiences of successful intervention models.

Book excerpt: In 2018, the city of Cape Town faced the prospect of reaching ‘day zero’, that is a combination of natural and human-made factors leading to the complete collapse of its municipal water supply. While the rains eventually fell and a major disaster was averted, the fear of running out of water looms large in the psyche of residents in many cities around the world. Water is a non-substitutable, essential, finite and fugitive resource. It is the lifeblood of human endeavour. Cities, through global processes such as Agenda 2030 and forums such as ICLEI exchange best practices for achieving water security. These forums also are collective social spaces occupied by civil society organizations who share strategies and tactics, and the private sector, who compete for markets and contracts, promoting patent-protected technologies. It is these groups – states, civil societies, private sectors – coming together who determine who gets what water, when, and where. It is the job of academics to understand the how and why, and of (academic-)activists to fight for equity of access and sustainability of use. Evidence drawn from around the world and over time consistently shows that water flows toward money and power. Outcomes are too-often socially inequitable, environmentally unsustainable and economically inefficient. How to shift existing processes toward improved practices is not clear, but positive outcomes do exist. In this collection, we compare and contrast the challenges and opportunities for achieving urban water security with a focus on 11 major world cities: Bangalore, Beijing, Cairo, Cape Town, Chennai, Istanbul, Jakarta, London, Melbourne, Sao Paulo and Tokyo. Through the theoretical, conceptual and practical insights provided in these case studies, our collection constructively contributes to a global conversation regarding the ways and means of ‘avoiding day zero’.

Asia, with 1.5 billion of its people living in shared river basins, and with very few transboundary rivers governed by treaties, is especially prone to such conflicts. The key to mitigating transboundary water conflicts and advancing cooperation in Asia is largely in the hands of China, the upstream country for most of Asia’s major transboundary rivers. To avert the looming water crisis, apart from spending billions of dollars on domestic water transfer projects such as the South–North Water Diversion Megaproject, as well as on water conservancy and pollution abatement, China has sought to utilize the water resources of the major rivers that run across borders with neighbouring countries. On these transboundary rivers, China has built or plans to build large dams for hydroelectricity and major water diversion facilities, which has triggered anxiety and complaints from downstream countries and criticism from the international society. This book aims to systematically examine the complex reality of water contestations between China and its neighbouring countries. It provides a discussion on transboundary hydropolitics beyond the state-centric geopolitical perspective to dig into various political, institutional, legal, historical, geographical, and demographic factors that affect China’s policies and practices towards transboundary water issues. Book excerpt: Examining international water allocation policies in different parts of the world, this book suggests that they can be used as a platform to induce cooperation over larger political issues, ultimately settling conflicts. The main premise is that water can and should be used as a catalyst for peace and cooperation rather than conflict. Evidence is provided to support this claim through detailed case studies from the Middle East and the Lesotho Highlands in Africa. These international cases – including bilateral water treaties and their development and formation process and aftermath – are analyzed to draw conclusions about the outcomes as well as the processes by which these outcomes are achieved. It is demonstrated that the perception of a particular treaty as being equitable and fair is mainly shaped by the negotiation process used to reach certain outcomes, rather than being determined mechanistically by the quantitative allocation of water to each party. The processes and perceptions leading to international water conflict resolutions are emphasized as key issues in advancing cooperation and robust implementation of international water treaties. The key messages of the book are therefore relevant to the geo-political and hydro-political aspects of water resources in the context of bilateral and multilateral conflicts, and the trans-boundary management of water resources, which contributes insights to political ecology, geo-politics, and environmental policy.
