The need for action is clear. [...] It also explored the temperature thresholds that could trigger irreversible catastrophic events such as the melting of the Greenland icecap and the shutdown of the Atlantic thermohaline circulation that warms the North Atlantic countries. [...] A key guiding criterion for any post-2012 international regime on climate change is the extent to which it contributes to the basic objective of the UNFCCC, by stabilizing greenhouse gas concentrations in the atmosphere at a level that would prevent dangerous anthropogenic interference with the climate system. [...] The benefits of breadth of coverage obviously need to be weighed in each case against the difficulties that might be anticipated in the course of negotiating and implementing that coverage. [...] Second, it should be flexible enough to seamlessly incorporate actions taken at various levels, from sub-national efforts to industry-led efforts to the efforts of sub-sets of UNFCCC Parties in the pursuit of the Convention's objectives, such that the "orchestra" of efforts achieves some harmony.

It argues that an emissions trading systems (ETS) should first be adopted in all G20 countries with those national ETS then integrated into a global ETS. The topic of global warming is at the forefront of international discussions, especially given recent environmental policy changes in the US under Presidents Trump and Biden and the emergence of the Fridays For Future movement. Combatting climate change does not necessitate a trade-off between economic growth and climate policy provided that the latter is consistently linked to new economic policy. Policymakers should support innovation, effective redistribution policies and modern mobility concepts. Moreover, there are crucial links between financial market dynamics and price dynamics in ETS. If measures discussed here are coordinated effectively in the EU/G20, and at the global level, then climate neutrality could be achieved. Paul JJ Welfens is President of the European Institute for International Economic Relations (EIIW) at the University of Wuppertal, Germany, where he holds the Chair for Macroeconomics and Jean Monnet Professorship for European Economic Integration. Since the emission of such gases is closely related to the economic growth of countries, a critical problem to be addressed by the United Nations Framework Convention on Climate Change (FCCC) is: how will the permissible emission levels be shared between industrialised (ICs) and developing countries (DCs)? The thesis of this book is that the long-term effectiveness of the FCCC runs the risk of a horizontal negotiation deadlock between countries and the risk of vertical standstill within countries if there is little domestic support for the domestic implementation of measures being announced in international negotiations. The research question is: Can one observe trends towards horizontal deadlock and vertical standstill and if yes, how can the treaty design be improved so as to avoid such potential future bottlenecks? The research focuses on the perspectives of domestic actors on the climate convention and related issues in four developing countries: India, Indonesia, Kenya and Brazil. The following key findings emerge from the research: 1. Handicapped negotiating power: The common theme of the foreign policy of DCs is that ICs are responsible for the bulk of the GHG emissions and need to take appropriate domestic action.
