The theme for this third in a series of international conferences, Better Decisions and Better Communication, was selected to highlight opportunities for and experiences in using performance measurement as a strategic tool to better communicate goals and objectives and results to a wide range of stakeholder groups. Presentations highlighted cases in which performance measures have proved useful in guiding resource allocation decisions, improving day-to-day operations, establishing and demonstrating agency competency and accountability and, in some instances, making the case for more resources. The conference consisted of five plenary sessions, each followed by a series of corresponding, concurrent breakout sessions. The topics of the five plenary sessions were Performance Measures as an Organizational Management Tool to Establish Accountability, Communicating Performance Results Effectively to Your Customers, Data and Tools, Hot Topics (addressing the use of performance measures to gauge the effectiveness of tolling and congestion pricing and other innovative transportation strategies to address sustainability and safety issues), and Performance-Based Contracting and Measuring Project Delivery. Three resource papers were developed for the conference. The conference attracted 180 participants from Canada, Denmark, Germany, Italy, Japan, Mexico, Sweden, the United Kingdom, and the United States and featured 70 transportation specialists offering real-world expertise, from the application of performance metrics to case studies drawn from six countries. Book excerpt: Since the complexity of police services does not lend itself to standardized performance measures, measurement techniques should be designed to inform more about what police do and how they affect their communities. This report reviews conventional police measurement practices and offers ways to improve the management value of performance information. Traditional performance measurement has emphasized the measurement of individual departments' effectiveness in preventing crime. This approach fails to consider the broad range of other police duties, citizens' expectations of police, and how police activities produce social change. Police can be evaluated in terms of efficiency, effectiveness, equity, and accountability, but citizens disagree about which of these performance criteria are the most important because community/police problems are too diverse. Instead of developing uniform, inflexible performance standards to apply globally to entire departments, evaluators should ask more detailed questions about common police processes and their results. Sketchy knowledge of how policing works now produces many hypotheses, but rarely standards worthy of emulation. Evaluators should develop better theories about police functions, obtain more reliable data, and control data collection costs with the aid of police managers so that measures inform departmental policymakers. Tables, diagrams, and 197 references are given. Appendixes include police services study data and a list of problem codes.

Police Performance Appraisals: A Comparative Perspective employs the comparative case study approach to evaluate systems in police departments in two diverse locales—Ankara, Turkey and Toledo, Ohio. The study seeks to determine whether there are any common trends or obvious similarities that transcend national and cultural boundaries. From this information, best practices can be identified to improve the system of any police organization. The data from the survey raises a host of issues essential to police management. Are traditional or modern appraisal systems more preferable to police personnel? Are field and command officers’ perceptions of the performance evaluation instruments in their departments similar or do they differ from those of their subordinates? Asking these and other critical questions, the authors also examine the relationship between the officer’s perception of the appraisal system and his or her rank, taking into account level of education, gender, age, and years of service. Employing both qualitative and quantitative methodologies, this study yields important findings and valuable insights for police organizations as to which characteristics an appraisal process should have for the best quality system. Lessons learned from this study should provide guidance to future efforts to design better appraisal systems and may also contribute to heightened focus on nationwide assessments of evaluation practices and standards for police organizations.

This system is based on the premise that all employees deserve a good evaluation score, and are guaranteed that they will receive one at the end of the evaluation cycle -- unless they have a performance problem and cannot or will not fix it. Chapter 1 presents an overview of the system and why a zero-based approach to performance evaluation is needed. This information should be used for conducting orientation training for all employees. Chapter 2 reviews the technical and legal issues associated with performance evaluation systems and how Z-Base addresses those issues. Chapter 3 provides information for developing the proper organizational infrastructure that must be in place before implementing Z-Base or any evaluation system. This includes mission, code of ethics, values statements, and job descriptions. Chapter 4 describes how to develop objective Priority Performance Measures (PPMs). Chapter 5 details how functional and dysfunctional performance data is gathered, analyzed, and rated. Chapter 6 explains how the Problem-Solving Conference (PSC) is conducted when a rating indicates that an employee's performance needs improved. PSCs are central to Z-Base and ensure that employees are given a fair opportunity to correct problem performances before the employee's evaluation score is affected. Chapter 7 explains Z-Scores and their calculation. A Z-Score is an employee's final evaluation score. Chapter 8 presents a plan for implementing Z-Base within the typical police services organization. The plan is grounded in organization change research and experiences helping agencies improve their evaluation systems.

The stated goal of the community policing approach is to reduce fear of crime within communities, and to overcome mutual distrust between the police and the communities they serve by promoting police-citizen partnerships. This SSR Paper traces the historical origins of the concept of community policing in Victorian Great Britain and analyses the processes of transfer, implementation, and adaptation of approaches to community policing in Imperialand post-war Japan, Singapore, and Timor-Leste. The study identifies the factors that were conducive or constraining to the establishment of community policing in each case. It concludes that basic elements of police professionalism and local ownership are necessary preconditions for successfully implementing community policing according to the principles of good SSG. Moreover, external initiatives for community policing must be more closely aligned to the realities of the local context.

Book excerpt: Proactive policing, as a strategic approach used by police agencies to prevent crime, is a relatively new phenomenon in the United States. It developed from a crisis in confidence in policing that began to emerge in the 1960s because of social unrest, rising crime rates, and growing skepticism regarding the effectiveness of standard approaches to policing. In response, beginning in the 1980s and 1990s, innovative police practices and policies that took a more proactive approach began to develop. This report uses the term "proactive policing" to refer to all policing strategies that have as one of their goals the prevention or reduction of crime and disorder and that are not reactive in terms of focusing primarily on uncovering ongoing crime or on investigating or responding to crimes once they have occurred. Proactive policing is distinguished from the everyday decisions of police officers to be proactive in specific situations and instead refers to a strategic decision by police agencies to use proactive police responses in a programmatic way to reduce crime. Today, proactive policing strategies are used widely in the United States. They are not isolated programs used by a select group of agencies but rather a set of ideas that have spread across the landscape of policing. Proactive Policing reviews the evidence and discusses the data and methodological gaps on: (1) the effects of different forms of proactive policing on crime; (2) whether they are applied in a discriminatory manner; (3) whether they are being used in a legal fashion; and (4) community reaction. This report offers a comprehensive evaluation of proactive policing that includes not only its crime prevention impacts but also its broader implications for justice and U.S. communities.
