Book excerpt: In the present paper, after reviewing the results of the ExternE project and its follow-up stages in the estimation of the external costs of electricity production, we look at the policy instruments for the internalisation of such costs. Emphasis is given to subsidies, such as feed-in tariffs, competitive bidding processes and tradable green certificates to stimulate the use of renewables in the production of electricity. When policy-makers are asked to choose the instrument(s) to internalise the externalities in the electricity production, they have to find a solution that gives the best outcome in terms of efficiency, cost minimisation, impact on the job market, security of energy supply, equity of the instrument, technological innovation, certainty of the level of the internalisation, and feasibility. The choice of the instrument will require some trade-offs among these criteria. Conjoint choice analysis can help in investigating how stakeholders and policy makers trade off the criteria when choosing a policy for the internalisation of the externalities. In this paper we present the first results of a questionnaire that employs conjoint choice questions to find out how policy makers and stakeholders of the electricity market trade off some socio-economic aspects in the selection of the policy instruments for the internalisation of the externalities. The results of this first set of interviews will be useful for further research.

Thus, the damage caused by cars, planes, ships and trains should be known and transformed into monetary values, so called external costs. Within this book, a method to estimate the external costs stemming from the emissions of atmospheric pollutants of transport, including damage from greenhouse gases, fine particles, ozone, nitrous oxides, benzene and other carcinogenic substances, is described and applied to calculate the external costs of a huge number of current and future transport techniques operating in different locations all over Europe. A number of case studies demonstrate how the results can be used to aid policy decisions. The book is an important basis for assessing transport techniques, discussing transport taxes and charges and implementing ecopolitical instruments.

This is due to the fact that, despite the better environmental performance of this mode of transport with respect to other modes, its overall impacts will be out weighted by the expected increase in the volume of ship movements. In order to define effective measures to internalise the external costs of maritime transport it is necessary to assess these costs and find adequate methodologies to evaluate them. Besides external costs estimation, it is important to understand the degree of internalization of such costs, so as to give some insights on how to apply policy instruments that should be informed by efficiency and equity principles. This report summarises the state of the art in evaluation of transport externalities. Different transport modes have been considered through a comprehensive review of theoretical and empirical studies, by carrying out both EU funded research and national studies. the analytical approach adopted to assess environmental costs (with particular reference to those relating to air emissions) in order to be applicable to maritime transport have to be adjusted to consider the following aspects. 1. The existing literature on climate change external costs focus on shadow price of CO2. However, in maritime transport other GHGs, such as NOx, are relevant. As a consequence, a shadow price for NOx needs to be defined; 2.Health effects of ship emissions depend on exposure to pollutants. Of course this occurs only for activities at ports, whilst health effects of other activities (like cruising) could turn to be negligible to the absence of exposure. Dose response function should consider this aspect.
