Understanding migration requires a closer look at the migratory phenomena and the continuities within the societies involved in the migration process. This volume intends to overcome simplistic views on migration and the shortcomings of a push and pull-factor analysis. Instead, the perspective of the migrants themselves orients the approach of "cultures of migration". In this view, migration becomes a complex issue, and motives and acceptance of migration appear to be a matter of negotiations, in the migrants' societies of origin and in the host societies as well. The present volume brings together a number of essays exploring the cultures of migration in various contexts. It is organised in three sections, dealing with "Migrations as Encounters", "Migration as Challenge", and "Transcontinental Migrants". Ten contributions, each based on original fieldwork in various parts of Africa, examine the validity of the concept of "cultures of migration", as explained in the introduction.

Dr. Milewski is now working for the University of Rostock, but at the time she wrote the book, she was a research scientist at the Max Planck Institute for Demographic Research. The book is a slightly-revised version of her doctoral dissertation (“Fertility of Immigrants and Their Descendants in West Germany: An Event History Approach”), which she completed at the Max Planck Institute and submitted to the University of Rostock. She was awarded highest honors, summa cum laude, for her dissertation. As Professor Jan Hoem wrote in his review of Dr. Milewski’s dissertation, the research focuses on the patterns and levels of childbearing among immigrant women. Given Germany’s varied immigration experience with refugees, asylum seekers, guest workers, and foreign-born persons of German ancestry, Dr. Milewski’s topic is of particular interest, especially with regard to differences in the patterns and levels of childbearing among various kinds of immigrants to Germany vs. native-born Germans. Numerous empirical and theoretical studies of childbearing among immigrants to various countries have been published and Dr. Milewski carefully reviews them. While earlier studies have tended to be rather fragmentary, particularly for European populations, Dr. Milewski’s research provides a comp- hensive picture of the recent female fertility of post-war migrants and their desc- dants in West Germany, with an emphasis on migrants who came to Germany to work.

Book excerpt: Migration from and within Africa, just like migration elsewhere in the world, often generates anti-immigrant sentiment and ignites heated public debate about the migration policies of the destination countries. These countries include South Africa as well as others outside the continent. The countries of origin are also keen to minimize losses through "brain drain" and to capture resources such as remittances. Increasingly, international organizations and human rights advocates have stressed the need to protect the interests of migrants themselves. However, while the UNDP's 2009 Human Development Report talks of "win-win-win" solutions, in practice it is the perceived interests of destination countries that enjoy the greatest attention, while the rights of migrants themselves are afforded the least. Yet migration is not just an issue in itself: it also points to structural inequalities between countries and regions. Managing migration and protecting migrants is too limited an agenda. Activists and policymakers must also address these inequalities directly to ensure that people can pursue their fundamental human rights whether they move or stay. It is not enough to measure development only in terms of progress at the national level: development must also be measured in terms of reductions in the gross levels of inequality that now determine differential rights on the basis of accident of birth.

It considers the tremendous pressure exerted on South Africa as a relatively prosperous country in a region beset with the kinds of socio-economic conditions and instabilities likely to generate economic migrancy and refugees; and sets this against the reality of the country's capacity and limitations to absorb more people, given its own economic problems. It further discusses how to distinguish between 'illegal' immigrants and refugees, and advises on the role of the South African state and stances it should adopt to manage these phenomena effectively.
