Book excerpt: Academic autonomy has been a dominant issue among Latin American social studies, given that the production of knowledge in the region has been mostly suspected for its lack of originality and the replication of Euro-American models. Politicization within the higher education system and recurrent military interventions in universities have been considered the main structural causes for this heteronomy and, thus, the main obstacles for 'scientific' achievements. This groundbreaking book analyses the struggle for academic autonomy taking into account the relevant differences between the itinerary of social and natural sciences, the connection of institutionalization and prestige-building, professionalization and engagement. From the perspective of the periphery, academic dependence is not merely a vertical bond that ties active producers and passive reproducers. Even though knowledge produced in peripheral communities has low rates of circulation within the international academic system, this doesn't imply that their production is - or always has been - the result of a massive import of foreign concepts and resources. This book intends to show that the main differences between mainstream academies and peripheral circuits are not precisely in the lack of indigenous thinking, but in the historical structure of academic autonomy, which changes according to a set of factors -mainly the role of the state in the higher education system. This historical structure explains the particular features of the process of professionalization in Latin American scientific fields.

As such, it challenges recent trends towards an increase in internationalization strategies within higher education that privilege Global-North outgoing mobilities and research collaborations to sustain the position of the educational institutions in the international rankings. From this locus, IHE is seen to evolve not only in the fields of teaching, research, and service of an educational institution but also to boost the world’s social development. The book thus illustrates how IHE should be guided by Critical Applied Linguistics (CAL) and Global South’s principles: applied linguistics, praxis, critical thinking, micro and macro relations, critical social inquiry, critical theory, problematizing givens, self-reflexivity, preferred futures, and heterosis. Comprising chapters that discuss academic, political, and administrative issues arising specifically from the internationalization process of Global-South higher education institutions as well as themes such as critical language education and language policies, it will appeal to faculty, researchers, and scholars with interests in higher education, international and comparative education, and the decolonization of education.

Book excerpt: In the era of globalization since the 1990s, international cooperation has become one of the most challenging topics of debate and research in higher education. This book attempts to provide scientific evidence on the debates and different types of internationalization found in higher education from a Mexican point of view. It identifies German and Mexican partnership collaborations in institutions of higher education as well as the experiences of German and Mexican university personnel involved in educational projects. The findings are based on qualitative research using documentary evidence, semi-structured expert interviews and qualitative content analysis. The study encompasses three levels. At the macro level, internationalization of higher education is discussed in a general way but with a focus on the Mexican situation, presenting a typology of prevailing types of internationalization. The meso level includes a secondary analysis of official data on the bilateral relations between German and Mexican institutions of higher education. The micro level presents a case study of two particular university collaborations using the experiences of those involved in both countries. Laura Patricia Cruz Ruiz (born 1972 in Chiapas, Mexico) studied in the field of education at the Business and Pedagogical Development University (UNIVDEP) in Mexico City, where she received her Master Degree (M.A.) in 2008. She has worked at the Mexican Secretariat of Health and Education as well as in the National Council of Science and Technology (CONACyT), from which, in 2010, she obtained a scholarship for her doctoral studies in Germany. She held a German-Mexican scholarship for international capacity building in Germany from 2005-2006. In 2015, she completed her doctoral degree (Dr. phil.) at the Faculty for Philosophy and Educational Research in the field of Comparative Education at Ruhr University Bochum in Germany.
