Deutschland als Einwanderungsland Die heutige Migrationsrealität in Deutschland ist von verschiedenen, komplexen Migrationsvorgängen bestimmt, die größtenteils nach dem Zweiten Weltkrieg stattfanden. In den Wachstumsphasen nach dem Zweiten Weltkrieg wurden vorwiegend Arbeitskräfte aus dem südeuropäischen Raum angeworben, von denen viele in den nachfolgenden Jahrzehnten ihre Familien nach Deutschland holten. Als in den 80er Jahren die Familienzusammenführungen weitgehend abgeschlossen waren, zählten ca. 4,5 Mio. Menschen in Deutschland zur „ausländischen Wohnbevölkerung.“1 Ende der 80er Jahre setzte eine zweite Migrationswelle ein; bis heute reisten ca. 3 Mio. Aussiedler aus den ost- und südeuropäischen Ländern ein2. Trotz ihres Status als deutsche Staatsbürger brachten sie ihre Herkunftskultur und Sprache mit; weshalb auch sie nicht vor Eingliederungsproblemen gefeit waren. Ein dritter entscheidender Faktor in der Migrationsgeschichte der Bundesrepublik war die Zuwanderung von Flüchtlingen, die ab der zweiten Hälfte der 80er Jahre stetig zunahm und 1993 ihren Höhepunkt erreichte. Zwischen 1990 und 2003 ersuchten ca. 2,1 Mio. Menschen politisches Asyl3. Als weitere Facetten der Migrationsrealität sind EU-Ausländer, ausländische Studierende und illegale Migranten zu nennen. 2003 lebten 7,335 Mio. Menschen mit ausländischer Staatsangehörigkeit in Deutschland, was 8,9 % der Gesamtbevölkerung ausmachte4. Im Jahre 2005 wiesen 19% der deutschen Bevölkerung einen Migrationshintergrund auf, diese Zahl umfasst Ausländer uns Eingebürgerte.5 Diese Migrationsgeschichte beschert Deutschland eine plurale Gesellschaft mit einer Vielfalt von Sprachen, Kulturen, Religionen und Lebensweisen. Dies stellt nicht nur große Anforderungen an die Gesellschaft als Ganzes, sondern verlangt auch spezifische Kompetenzen und Strukturen, was das Netz an Hilfsangeboten allgemein und (sozial-) psychiatrische Einrichtungen und ihre Mitarbeiter im Speziellen, betrifft
