Indeed, during the 2008 presidential primary campaign, Hillary Clinton was derided for even suggesting that some lobbyists represent "real Americans." But although many popular commentators position interest groups as representatives of special—not "public"—interests, much organized advocacy is designed to advance public interests and ideas. Advocacy organizations—more than 1,600 of them—are now an important component of national political institutions. This book uses original data to explain why certain public groups, such as Jews, lawyers, and gun-owners, develop substantially more representation than others, and why certain organizations become the presumed spokespersons for these groups in government and media. In contrast to established theory and conventional wisdom, this book demonstrates that groups of all sizes and types generate advocates to speak on their behalf, though with varying levels of success. Elected by representatives or senators, CCCs are charged with helping the parties they represent attain or maintain majority status. Because congressional studies traditionally focus on postelectoral activity, the importance of CCCs has been largely overlooked. Basing her argument on extensive archival research, Kolodny demonstrates that majority status is a fundamental precondition for congressional activity and that CCCs have played an integral role in the electoral strategies of both the Democratic and Republican parties in the House and Senate. Kolodny also describes variations in CCC activities, which depend on such factors as whether the party is in the majority, the presence or absence of a presidential election, the dominant campaign techniques of the time, and the agendas and abilities of individual CCC chairs. Building on an unprecedented amount of empirical evidence on lobbying in Europe, this book puts forward a distinction between lobbying insiders and lobbying outsiders. Lobbying insiders, most prominently business interests, try to establish direct contacts with decision-makers, enjoy good access to executive institutions, and manage to shape policy outcomes when mobilizing the public on an issue is difficult. Lobbying outsiders, in particular citizen groups such as consumer, environmental or health non-governmental organizations, put greater emphasis on mobilizing the public or changing public attitudes, find it easier to gain access to legislative decision-makers, and have the greatest impact on outcomes on issues that are amenable to an outside lobbying campaign. The book shows that a single argument, building on group type as the main variable, can explain variation across interest groups in their choice of strategy, their access to decision-makers, and the conditions under which they can exert influence. The existence of lobbying insiders and lobbying outsiders has important implications for both our understanding of political decision-making and the normative appraisal of contemporary democracy.
