Book excerpt: Dr Mahathir Mohamad, former Prime Minister of Malaysia, said in the Far Eastern Economic Review, 28 October 1996: “The threat is from inside ... So we have to be armed, so to speak. Not with guns, but with the necessary laws to make sure the country remains stable.” He implied that ethnic conflict and political instability are inevitable in a multi-ethnic society unless protected by certain laws. Ethnic conflict is like a time bomb. The misuse of human rights for political ends and to exploit ethnic sentiments can spark ethnic conflict. In theory, the modern nation-state must achieve pluralism in its project of nation building. There are few nations in the world which consist of a single ethnic group. Yet, multi-ethnicity also seems to be a serious challenge to any system of government, especially in Southeast Asia, as it adds possibly deep-running cleavages to societies. Some groups are marginalized in the course of nation-building as a result of the nature of the relationship between nation and state. Arjun Appadurai stated that “the nation and the state have become one another’s project”: groups try to capture states and their power while states try to “monopolize about the nationhood.” There is always tension between the centre and the margin. The centre often consists of one ethnic group and marginalised minority groups are denied their right to equality. Sometimes horrible wars with thousands of victims commence as a consequence of such processes of ethnically-framed nation-building. Therefore, a democratic setting should be functionally superior; that is, in a better position to moderate the escalatory tendencies inherent in a multi-ethnic setting, thereby achieving less violence-prone conflict management, and its eventual resolution in Southeast Asia. This book is intended for anyone interested in the subject of ethnic relations and conflicts, especially politicians, policy makers, civil society activists, academia, and students of ethnic/race studies and Southeast Asian politics.

These nations witnessed the dramatic collapse of the Soviet federal system and beheld with disbelief the tragic unfolding of inter-ethnic violence in the land of?eternal friendship of brotherly nations?. Their disbelief, though understandable, presents the two puzzles that this dissertation addresses: (1)?how can one explain the outbreak of unprecedented inter-ethnic clashes in the lands where gracious internationalism should have replaced chauvinist nationalism?? and (2)?what lessons can be learnt from Central Asia?s nation-formational processes and its recent experiences of ethnic violence lest mistakes be repeated in its present and future socio-political development?? These puzzles, and solutions to them, are not only significant and intriguing in the regional context of Central Asia. They correspond to a set of larger, meta-theoretical questions in Social Sciences: (1) how do ethnicity and nationhood originate and change? (2) why do certain ethno-national movements become politically salient and others do not? and (3) how do ethnic conflicts arise and develop? This dissertation uniquely employs the institutionalist approach to explain the above puzzles and theoretical questions in the context of Central Asia. By exploring the nature and dynamics of nation-formation in Kyrgyzstan and Uzbekistan, this work concludes that territorial nationhood and ethnic nationality have become pervasively institutionalized social and political forms in Central Asia as a result of the Soviet nationalities policy. The analysis of inter-ethnic strife in Central Asia during the last years of the Soviet empire, with a special focus on the Osh conflict, confirms that ethnic conflicts and inter-ethnic relations in the region were, and will remain, crucially framed, constituted and reconciled by rigidly institutionalized definitions of ethnicity and nationality. Following these findings, the study recommends considering institutional reforms within the framework of the rule of law and constitutionalism for deliberations of mechanisms and measures aimed at building more peaceful and secure inter-ethnic relations in Central Asia. The dissertation therefore urges policy-makers and other stakeholders in the region to take fuller advantage of the benefits of such institutional reforms at the state-structural level with the view to controlling and counter-balancing the effects of institutionalized ethno-nationalism in Central Asia, and perhaps beyond.

Book excerpt: Following significant interethnic violence beginning in 2008, Chinese intellectuals and policymakers are now engaged in unprecedented debate over the future direction of their country's ethnic policies. This study attempts to gauge current Chinese opinion on this once-secretive and still highly sensitive area of national policy. Domestic Chinese opinion on ethnic policies over the last five years is reviewed and implications for future policies under the new leadership of CPC Secretary General Xi Jinping are explored. Careful review of a wide spectrum of contemporary Chinese commentary identifies an emerging consensus for ethnic-policy reform. Leading public intellectuals, as well as some party officials, now openly call for new measures strengthening national integration at the expense of minority rights and autonomy. These reformers argue that divisive ethnic policies adopted from the former USSR must be replaced by those supporting an ethnic "melting pot" concept. Despite this important shift in opinion, such radical policy changes as ending regional ethnic autonomy or minority preferences are unlikely over the short-to-medium term. Small-yet-significant adjustments in rhetoric and policy emphasis are, however, expected as the party-state attempts to strengthen interethnic cohesiveness as a part of its larger agenda of stability maintenance. About the author James Leibold is a senior lecturer in Politics and Asian Studies at La Trobe University in Melbourne, Australia. He is the author of Reconfiguring Chinese Nationalism (2007) and co-editor of Critical Han Studies (2012) and Minority Education in China (forthcoming). His research on ethnicity, nationalism, and race in modern China has appeared in The China Journal, The China Quarterly, The Journal of Asian Studies, Modern China, and other publications.

In this revelatory investigation of the true impact of globalization, Yale Law School professor Amy Chua explains why many developing countries are in fact consumed by ethnic violence after adopting free market democracy. Chua shows how in non-Western countries around the globe, free markets have concentrated starkly disproportionate wealth in the hands of a resented ethnic minority. These “market-dominant minorities” – Chinese in Southeast Asia, Croatians in the former Yugoslavia, whites in Latin America and South Africa, Indians in East Africa, Lebanese in West Africa, Jews in post-communist Russia – become objects of violent hatred. At the same time, democracy empowers the impoverished majority, unleashing ethnic demagoguery, confiscation, and sometimes genocidal revenge. She also argues that the United States has become the world’s most visible market-dominant minority, a fact that helps explain the rising tide of anti-Americanism around the world. Chua is a friend of globalization, but she urges us to find ways to spread its benefits and curb its most destructive aspects.

Book excerpt: In their later years, Americans of different racial and ethnic backgrounds are not in equally good-or equally poor-health. There is wide variation, but on average older Whites are healthier than older Blacks and tend to outlive them. But Whites tend to be in poorer health than Hispanics and Asian Americans. This volume documents the differentials and considers possible explanations. Selection processes play a role: selective migration, for instance, or selective survival to advanced ages. Health differentials originate early in life, possibly even before birth, and are affected by events and experiences throughout the life course. Differences in socioeconomic status, risk behavior, social relations, and health care all play a role. Separate chapters consider the contribution of such factors and the biopsychosocial mechanisms that link them to health. This volume provides the empirical evidence for the research agenda provided in the separate report of the Panel on Race, Ethnicity, and Health in Later Life.

It involves the physical capture and control of land and homes, including the usurpation of the power to decide how and when these will be used and for what purposes – with little or no prior consultation or compensation to the displaced communities. This thought-provoking book defines land grabbing, and examines aspects of the land grabs phenomenon in seven Asian countries, researched and written by country-specific legal scholars. The book provides unique perspectives on how and why land grabbing is practised in China, India, Pakistan, Cambodia, Malaysia, Myanmar and Indonesia, and explores the surprising role that law plays in facilitating and legitimizing land grabs in each country. In contrast to most of the literature which law focuses on foreign investors’ rights under international law, here the focus is on domestic laws and legal infrastructures. Finding that Asian States need to move beyond existing regimes that govern land to a regime that encourages more equitable land rights allocation and protection of stakeholders’ rights, the book urges further research in the nexus between the use of law to facilitate development. Book excerpt: From the 1980s onwards, a tide of democratization swept across the Asian region, as the political strongmen who had led since the end of World War II began to fall. Although it is generally assumed that once authoritarian leaders no longer hold power, the political landscape will drastically change and the democratic transition will simply be a matter of time, this book shows that the move towards democracy in Asia has by no means been linear process, and there have been a number of different outcomes that reflect the vastly divergent paths towards liberalization the Asian nations have followed. This book examines seven countries that were previously under authoritarian or semi-authoritarian rule, but then followed very different trajectories towards increasing liberalization after the fall of political strongmen: South Korea, Taiwan, China, the Philippines, Indonesia, Malaysia and Thailand. Importantly, the case studies reveal the factors that may enable transition to a more democratic system, and alternatively, the factors that inhibit democratic transition and push countries down a more authoritarian path. In turn, three key models that follow the fall of a political strongman emerge: democratization with substantial political reform and consolidation; democratization with limited political reform, leading to weak democratic institutions and instability; and an alternative political system with sustained authoritarianism. By tracing these very different paths and outcomes in the wake of a strongman’s fall, the contributors present valuable information for countries on the course towards democratization, as well as governments and organisations who work to facilitate this process. This book will be welcomed by students and scholars interested in Asian politics, governance and democratization studies.

Book excerpt: Over the past fifteen years Northeast Asia has witnessed growing intraregional exchanges and interactions, especially in the realms of culture and economy. Still, the region cannot escape from the burden of history. This book examines the formation of historical memory in four Northeast Asian societies (China, Japan, South Korea, and Taiwan) and the United States focusing on the period from the beginning of the Sino-Japanese war in 1931 until the formal conclusion of the Pacific War with the San Francisco Peace Treaty of 1951. The contributors analyse the recent efforts of Korean, Japanese, and Chinese scholars to write a ‘common history’ of Northeast Asia and question the underlying motivations for their efforts and subsequent achievements. In doing so, they contend that the greatest obstacle to reconciliation in Northeast Asia lies in the existence of divided, and often conflicting, historical memories. The book argues that a more fruitful approach lies in understanding how historical memory has evolved in each country and been incorporated into respective master narratives. Through uncovering the existence of different master narratives, it is hoped, citizens will develop a more self-critical, self-reflective approach to their own history and that such an introspective effort has the potential to lay the foundation for greater self- and mutual understanding and eventual historical reconciliation in the region. This book will be essential reading for students and scholars of Asian history, Asian education and international relations in East Asia.
