Indeed, the discursive as well as the practical constructions of current global citizenship education research cannot fulfill the general promise of learning and teaching programs as social development platforms unless the voices of all concerned are heard and validated. With these realities, this reader is topically comprehensive and timely, and should constitute an important intervention in our efforts to create and sustain more inclusive and liberating platforms of knowledge and learning. “This collection of cutting-edge theoretical contributions examines citizenship and neo-liberal globalization and their impacts on the nexus of the local and global learning, production of knowledge, and movements of people and their rights. Book excerpt: This research unpacks the relations of power found within common discursive practices of global citizenship education (GCE). Using critical discourse analysis and document analysis, I make visible the tensions, complexities, and colonial power structures inherent in the discursive constructions used by Canadian-based charity, WE Charity (formally known as Free the Children) – with a specific focus on identifying and problematizing their emphasis on (1) the global citizen, (2) the Southern Other, and (3) their use of benevolence. Using postcolonial theory, my research will explore how these three thematic areas have implications for how WE Charity’s youth come to understand the means through which substantive social change can be realized. Despite their “hand up, not a hand out” approach to development, I argue that colonial power structures continue to operate discretely within WE Charity’s discursive constructions, releasing global citizens from their complicity in maintaining unequal power relations between the Global North and the Global South. Additionally, narratives of Othering persist within WE Charity discourses – despite evolved sloganeering – stripping away agency and further marginalizing the Global South. Furthermore, WE Charity’s emphasis on benevolence within their programming does little to foster critical awareness amongst its youth. Overall, this thesis argues that WE Charity does not provide the appropriate opportunities to help their participants critically engage with the structural problems related to social injustices in the Global South, and continues to recreate postcolonial norms within their programming. Although my research is grounded specifically within WE Charity’s programming, I am primarily concerned about what this organization exemplifies in the context of global citizenship education as a larger movement.

Drawing on empirical research, the book argues that attempting to transmit preconceived notions of citizenship through schools is both unviable and undesirable. The notion of 'curricular transposition' is introduced, a framework for understanding the changes undergone in the passage between the ideals of citizenship, the curricular programmes designed to achieve them, their implementation in practice and the effects on students. The 'leaps' between these different stages make the project of forming students in a mould of predefined citizenship highly problematic. Case studies are presented of contrasting initiatives in Brazil, a country with high levels of political marginalisation, but also significant experiences of participatory democracy. These studies indicate that effective citizenship education depends on a harmonisation or 'seamless enactment' of the stages outlined above. In contrast, provision in countries such as the UK and USA is characterised by disjunctures, showing insufficient involvement of teachers in programme design, and a lack of space for the construction of students' own political understandings. Some more promising directions for citizenship education are proposed, therefore, ones which acknowledge the significance of pedagogical relations and school democratisation, and allow students to develop as political agents in their own right.

Book excerpt: Many teens today who use the Internet are actively involved in participatory cultures—joining online communities (Facebook, message boards, game clans), producing creative work in new forms (digital sampling, modding, fan videomaking, fan fiction), working in teams to complete tasks and develop new knowledge (as in Wikipedia), and shaping the flow of media (as in blogging or podcasting). A growing body of scholarship suggests potential benefits of these activities, including opportunities for peer-to-peer learning, development of skills useful in the modern workplace, and a more empowered conception of citizenship. Some argue that young people pick up these key skills and competencies on their own by interacting with popular culture; but the problems of unequal access, lack of media transparency, and the breakdown of traditional forms of socialization and professional training suggest a role for policy and pedagogical intervention. This report aims to shift the conversation about the "digital divide" from questions about access to technology to questions about access to opportunities for involvement in participatory culture and how to provide all young people with the chance to develop the cultural competencies and social skills needed.
