On the basis of leading theoretical work on civil-military relations, the authors elaborate their own model, emphasising the continuum between military autonomy (which has traditionally characterised the military sector in Russia) and integration with civil society (which one might expect would be the result of the political changes having taken place in Russia over the past decade). Three Indicators of this relation are selected; the participation of military personnel in civilian life, and it particular politics; the status of closed cities; conversation of military industry to civilian production. These indicators are investigated at the federal level and at the regional level pertaining to Murmansk oblast’ (the Kola Peninsula), which is one the most heavily militarised areas of the world. The study is based on intensive ‘on-the-spot’ data gathering in Murmansk, including interviews with officers, redundant officers and inhabitants of such closed cities.

Book excerpt: Autonomous vehicles (AVs) have been used in military operations for more than 60 years, with torpedoes, cruise missiles, satellites, and target drones being early examples.1 They have also been widely used in the civilian sector-for example, in the disposal of explosives, for work and measurement in radioactive environments, by various offshore industries for both creating and maintaining undersea facilities, for atmospheric and undersea research, and by industry in automated and robotic manufacturing. Recent military experiences with AVs have consistently demonstrated their value in a wide range of missions, and anticipated developments of AVs hold promise for increasingly significant roles in future naval operations. Advances in AV capabilities are enabled (and limited) by progress in the technologies of computing and robotics, navigation, communications and networking, power sources and propulsion, and materials. Autonomous Vehicles in Support of Naval Operations is a forward-looking discussion of the naval operational environment and vision for the Navy and Marine Corps and of naval mission needs and potential applications and limitations of AVs. It is a classic philosophical question often tackled from the perspective of analytic metaphysics. This volume proposes that there is another channel by which to approach individuation -- from that of scientific practices. From this perspective, the question then becomes: How do scientists individuate things and, therefore, count them as individuals? This volume collects the work of philosophers of science to engage with this central philosophical conundrum from a new angle, highlighting the crucial topic of experimental individuation and building upon recent, pioneering work in the philosophy of science. An introductory chapter foregrounds the problem of individuation, arguing it should be considered prior to the topic of individuality. The following chapters address individuation and individuality from a variety of perspectives, with prominent themes being the importance of experimentation, individuation as a process, and pluralism in individuation's criteria. Contributions examine individuation in a wide range of sciences, including stem cell biology, particle physics, and community ecology. Other chapters examine the metaphysics of individuation, its bearing on realism/antirealism debates, and interrogate epistemic aspects of individuation in scientific practice. In exploring individuation from the philosophy of biology, physics, and other scientific subjects, this volume ultimately argues for the possibility of several criteria of individuation, upending the tenets of traditional metaphysics. It provides insights for philosophers of science, but also for scientists interested in the conceptual foundations of their work.

Book excerpt: How should constitutional design respond to the opportunities and challenges raised by ethnic, linguistic, religious, and cultural differences, and do so in ways that promote democracy, social justice, peace and stability? This is one of the most difficult questions facing societies in the world today. There are two schools of thought on how to answer this question. Under the heading of accommodation, some have argued for the need to recognize, institutionalize and empower differences. There are a range of constitutional instruments available to achieve this goal, such as multinational federalism and administrative decentralization, legal pluralism (e.g. religious personal law), other forms of non-territorial minority rights (e.g. minority language and religious education rights), consociationalism, affirmative action, legislative quotas, etc. But others have countered that such practices may entrench, perpetuate and exacerbate the very divisions they are designed to manage. They propose a range of alternative strategies that fall under the rubric of integration that will blur, transcend and cross-cut differences. Such strategies include bills of rights enshrining universal human rights enforced by judicial review, policies of disestablishment (religious and ethnocultural), federalism and electoral systems designed specifically to include members of different groups within the same political unit and to disperse members of the same group across different units, are some examples. In this volume, leading scholars of constitutional law, comparative politics and political theory address the debate at a conceptual level, as well as through numerous country case-studies, through an interdisciplinary lens, but with a legal and institutional focus.
