Its first migration policies were adopted only in the 1980s and from the end of the Twentieth century onwards immigration issues have been brought to the political arena, developing a debate on how immigration could have benefited the Italian economy and on the possibility or impossibility of the integration of migrants within the Italian society. The focus on immigration from a merely juridical or economic perspective has greatly influenced several researches which have privileged disadvantaged migrants as their object of analysis in a sheer perspective of defending human rights. This approach is highly necessary and useful, but it does not cover all aspects of migrant integration. In particular, it does not take into consideration a great number of skilled immigrants who live in the Peninsula. This leading and innovative text aims to fill a gap in the research landscape by tackling immigrant integration from a peculiar point of view and through a particular perspective: that of the intellectual or highly skilled migrant women in Italy.

Book excerpt: In this rich study, Roxana Barbulescu examines the transformation of state-led immigrant integration in two relatively new immigration countries in Western Europe: Italy and Spain. The book is comparative in approach and seeks to explain states' immigrant integration strategies across national, regional, and city-level decision and policy making. Barbulescu argues that states pursue no one-size-fits-all strategy for the integration of migrants, but rather simultaneously pursue multiple strategies that vary greatly for different groups. Two main integration strategies stand out. The first one targets non-European citizens and is assimilationist in character and based on interventionist principles according to which the government actively pursues the inclusion of migrants. The second strategy targets EU citizens and is a laissez-faire scenario where foreigners enjoy rights and live their entire lives in the host country without the state or the local authorities seeking their integration. The empirical material in the book, dating from 1985 to 2015, includes systematic analyses of immigration laws, integration policies and guidelines, historical documents, original interviews with policy makers, and statistical analysis based on data from the European Labor Force Survey. While the book draws on evidence from Italy and Spain in an effort to bring these case studies to the core of fundamental debates on immigration and citizenship studies, its broader aim is to contribute to a better understanding of state interventionism in immigrant integration in contemporary Europe. The book will be a useful text for students and scholars of global immigration, integration, citizenship, European integration, and European society and culture.

Drawing on historical and empirical research methods the book arises out of an ethnographic study, which investigates the extent to which the policy of integrazione scolastica can be considered an inclusive policy. The author poses two fundamental questions: why are there episodes of micro-exclusion and discrimination against disabled pupils still taking place in regular schools after more than 30 years have passed since the enactment of such a progressive policy? Can the policy of integration lead to the development of inclusion in Italy? The research findings presented in the book indicate that exclusion and discrimination towards disabled pupils in education do not result from a lack of implementation of the policy at a school level, rather from the perpetuation of dominant discourses, which construct disability as an individual deficit. The book does not deny the progress made in the country following the application of this anti-discriminatory policy; rather it challenges the hegemonic abilist culture and the traditional perspectives of disability and schooling that undermine the development of inclusive education. After having investigated the theoretical premises of the policy of integration, the author argues that this progressive policy is still rooted in a special needs education paradigm and that what was once a liberating policy has been transformed into a hegemonic tool which still manages, controls and normalizes disability leaving school settings and teaching and learning routines unchanged. She finally argues for a human rights approach for the development of an inclusive school for the 21st century. The book is an essential reading for academics, policy makers, researchers and students involved in education as it links ideological pressures to practical analyses.

Book excerpt: In the first two Roma civil monitor reports, we focused our attention on the structural and horizontal preconditions for the successful implementation of the national strategy and assessed the progress of the strategy in key policies areas; like housing, employment, health and education. The analysis underlined that, besides isolated cases, no real improvements can be seen on the ground of Roma inclusion. Despite isolated progress in some regions, many problems still persist and hinder the implementation of the NRIS; and it appears difficult to remove them without a radical change of direction in respect to what has been done so far. This report is aimed at identifying the blind spots that have had and have an impact on the implementation of the National strategy, and the gaps that should be bridged by more effective inclusion governmental policies and measures in order to develop more effective inclusion policies.

They reveal that the end of the Cold War, the advent of globalization, and the rise in institutionalized regional cooperation have increased ItalyÆs freedom to maneuver. Book excerpt: After more than six years from the launch of the National Strategy for Roma Inclusion (NRIS), no real improvements can be seen regarding Roma inclusion. Despite isolated progress in some regions, many problems still persist even after the NRIS implementation, and it appears to be difficult to solve them without a radical change of direction in respect to what has been done so far. The limited powers that the National Office against Racial Discrimination (UNAR) has to ensure the implementation of the NRIS at the local level, together with a poor capacity to coordinate actions among different institutional levels, have negatively impacted the development of Local Action Plans for Roma inclusion. At local level, everything is left at the discretion of the local authorities, that have powers to decide whether and how to put it into action. As a result, only 11 regions out of 20 have set up the consultative meetings for agreeing on how to implement the NRIS at local level. Only one region, Emilia Romagna, has promoted and approved a regional law aimed at closing the Roma municipal camps and implemented actions aimed at supporting RSC housing and social inclusion. It must be reported that there are several regional and local authorities that not only do not implement the NRIS, but even deny it, keeping on maintaining - or even opening - new mono-ethnic residential areas and camps. Moreover, the delay in the implementation of the NRIS in the two regions in which RSC presence and exclusion is higher, such as Lazio (22 per cent) and Lombardy (11 per cent), is particularly significant. In Lazio, the regional consultations started only in 2015, while in Lombardy it has not even been organized yet. Stigmatization and the use of rooted stereotypes in the public speech about Roma are on the rise, as a consequence of the increased radicalization and extremism shown by Lega Nord and Five Star Movement Government. It is urgent to promote actions aimed at making public authorities distance themselves from racist and xenophobic discourse that targets Roma and effectively criminalise anti-Roma rhetoric, hate speech and hate crime. As a consequence of this situation, the human rights of thousands of Roma continue to be violated, particularly in the area of housing, as segregated camps, discrimination in access to social housing and forced evictions remain a daily reality for the Roma living in camps in Italy. As underlined in this report, the living conditions in camps are often inadequate, failing to meet international human rights standards and even the national regulations on housing. While the NRIS promised to "overcome camps", stating that "the liberation from the camp as a place of relational and physical degradation of families and people of Romani origin, and their relocation to decent housing, is possible",6 very little action has been taken by the authorities to this end. The "National working group on housing", established by the Strategy to address discrimination in access to housing, has never been organised, and no national plans have been planned or implemented to provide for the process of desegregation from camps that was foreseen by the NRIS. Despite the fact that the Strategy acknowledged the "excessive use" of evictions of informal settlements, and how these were "substantially inadequate" to address the housing situation of Roma, Italy has continued to evict Roma from informal camps, without the necessary safeguards such as consultation, adequate notice and others, in violation of the country's international and regional human rights obligations and in contrast to other forms of evictions carried out in Italy. When evicted, Roma families are often not provided with adequate housing alternatives, and they are instead often made homeless or placed into ethnically segregated camps or temporary accommodation. Roma are also sometimes forcibly evicted from authorized camps, when authorities decide to close them down, even if authorities do not offer inhabitants adequate alternatives, like in the Camping River Case, that is analysed in this report.

To do so, this book derives its theoretical foundations from the traditional debate on the role of state actors in promoting economic development and on the institutional characteristics that the public authorities involved in the process of economic development should display. Book excerpt: In migration studies, it is taken for granted that states do not only attempt to control overall numbers of immigrants, but also establish different regulatory regimes for refugees, labour migrants, family reunification, co-ethnics and many other categories of migrants. In studies of immigrant integration, however, most analyses have assumed that each state pursues a single and coherent national approach. The aim of this dissertation is to challenge this assumption by examining how states pursue integration differently for different categories of migrants in post-enlargement Europe. In addition to third country nationals I consider also migrants who have a special cultural and historical bond with their host countries, such as emigrants and descendants of emigrants or migrants from the former colonies (co-ethnics), as well as European Union citizens from old and new member states. The dissertation builds on empirical evidence collected from 1985 to 2012 at national, regional and city levels in two new countries of immigration in Western Europe: Italy and Spain. The first main finding is that both Italy and Spain chose to distance themselves from the integration policies of the more traditional countries of immigration in Europe, which they classify as failures. Instead, the new immigration countries searched for their "own" integration strategy, which they consider a token of sovereignty just as much as immigration control. Secondly, both states have introduced different integration policies and integration requirements for different categories of migrants. Rather than pursuing only one integration strategy, the states examined use their resources and abilities to simultaneously pursue different integration strategies for European citizens, co-ethnics and third country nationals. These strategies range from less to more restrictive (from laissez-faire to mandatory, sanction-based policies, such as the Italian integration agreement and language test). European Union citizens enjoy many rights in when residing in other member states without being included in their integration programmes, while third country nationals enjoy far fewer rights which they risk to lose if they do not comply with demanding integration programmes. Co-ethnics in turn are included in integration programmes but have more rights than other third country nationals and, in some areas such as access to citizenship and enrolment in the army, they have even more rights than European citizens. Finally, this dissertation finds a negative correlation between immigrants' social class in the host society and their rights and integration requirements: the lower the socio-economic position of the immigrant group, the fewer its rights and the more demanding the integration requirements it faces.
