The national and transnational challenges that have emerged since the uprisings in 2011 – particularly the increase in extremism, and the emergence and intensification of civil wars – have garnered significant attention in both media coverage and academic research. However, simultaneous (and far older) processes of regional integration – varying in form from free trade agreements like the Greater Arab Free Trade Area to economic and political unions like the Gulf Cooperation Council – have also been influenced by the changes of the past few years. This text draws together innovative new research from different fields to explore how far the changes shaping the Middle East are leading to the region’s polarisation between states that are integrating politically and economically with each other on the one hand, and states that are disintegrating internally on the other. The book includes contributions from scholars and practitioners from around the world, and who work in different fields including Middle Eastern studies, international relations, international political economy, foreign policy studies, and security studies. Chapters vary in focus and approach, with the first section focusing on security-related issues, particularly civil wars and terrorism. A second group of chapters looks at political economy in the region, and examines domestic, regional and global practices and processes, including foreign aid, trade, and development. A final group of chapters investigates socio-political and socio-cultural issues, including the role of civil society in the region, migration, and international law.

In grappling with economic scarcity and restricted choice, decision-makers must transform domestic institutions and practices and reformulate their relationship to the global economy. The authors of this book believe that their efforts can be advanced by resorting to a problem-solving focus. Such an approach will, in their opinion. allow social scientists to remain true to their professional disciplines while permitting them to embrace African-designated objectives. By inquiring into decision processes and results, policy analysis seeks to identify optimal courses of action in the context of prevailing societal demands and constraints. In general, African decision-makers have adopted three choice strategies with an eye to reducing scarcity and expanding alternatives: accommodation, reorganization, and transformation. When these choice strategies are related to system goals, striking variations in preferences and priorities emerge, the most significant of which concern decision on mobilizing and distributing resources and achieving freedom from external control. In various trade--off situations (involving negotiations by producer cartels, bargaining between multinational companies and African host countries, and external economic assistance) diverse policy patters among the groups in relating to the benefits and costs of particular lines of action appear. Each choice strategy has its own benefit-cost combination. Since no approach may be equally valid cross-nationally, the decision elites of each country are left with the responsibility for determining their own goals and priorities. Grieco offers a provocative answer to a fundamental question in world politics: How does the anarchical nature of the international system inhibit the willingness of states to work together even when they share common interests? Grieco examines the capacity of two leading contemporary theories—modem political realism and the newest liberal institutionalism—to explain national responses to the non-tariff barrier codes negotiated during the Tokyo Round of international trade talks. According to his interpretation of realist theory, Grieco characterizes states as "defensive positionalists." As such, they often fail to cooperate because they fear that a joint endeavor, while producing positive gains for all participants, might also generate disparities in gains among the partners involved. Grieco demonstrates that this realist concept of defensive state positionalism gives rise to a better understanding of the systemic constraints on international collaboration and of the impact of anarchy on states than is offered by neoliberal institutionalism. Drawing on previously unreported archival materials, Grieco rigorously applies the two theories to an empirical analysis of the cooperative efforts of the United States and the European Community during the 1980s to regulate and reduce non-tariff trade barriers through the General Agreement on Tariffs and Trade.
