Book excerpt: Military operations in Iraq and Afghanistan have focused attention on the Department of Defense's (DOD) supply chain management. The supply chain can be critical to determining outcomes on the battlefield, and the investment of resources in DOD's supply chain is substantial. In 2005, with the encouragement of the Office of Management and Budget (OMB), DOD prepared an improvement plan to address some of the systemic weaknesses in supply chain management. GAO was asked to monitor implementation of the plan and DOD's progress toward improving supply chain management. GAO reviewed (1) the integration of supply chain management with broader defense business transformation and strategic logistics planning efforts; and (2) the extent DOD is able to demonstrate progress. In addition, GAO developed a baseline of prior supply chain management recommendations. GAO surveyed supply chain-related reports issued since October 2001, identified common themes, and determined the status of the recommendations.

This report reviewed: the extent to which the roadmap serves as a comprehensive, integrated strategy to improve logistics; and the progress DoD has made implementing IUID and passive RFID.

According to DOD, it spent approximately $178 billion on its supply chain in fiscal year 2007. As a result of weaknesses in DOD's management of its supply chain, this area has been on GAO's list of high-risk federal government programs since 1990. DOD released its Logistics Roadmap in July 2008 to guide, measure, and track logistics improvements. DOD has identified two technologies included in this roadmap, item unique identification (IUID) and passive radio frequency identification (RFID), as having promise to address weaknesses in asset visibility. GAO reviewed (1) the extent to which the roadmap serves as a comprehensive, integrated strategy to improve logistics; and (2) the progress DOD has made implementing IUID and passive RFID. GAO reviewed the roadmap based on DOD statements about its intended purposes and visited sites where IUID and passive RFID were implemented. GAO recommends that DOD (1) include in its roadmap additional information and elements needed for a comprehensive strategy and (2) collect data associated with the implementation of IUID and passive RFID, analyze their return on investment, and determine if sufficient funding priority has been provided.

Joint Vision (JV) 2010 was developed to leverage technology to achieve increased effectiveness as the template to transform DoD into a more effective joint force. Its four operational concepts-dominant maneuver, precision engagement, full-dimension protection, and focused logistics-aim at full-spectrum dominance. Focused Logistics is the fusion of logistics information and transportation technologies for rapid crisis response, deployment, and delivery of tailored logistics packages directly to the warfighter. It requires an end-to-end understanding of the supply chain with integrated information and technology to reduce the logistics footprint for more agile sustainment around the globe. DoD must achieve dramatic improvement to attain focused logistics thus; reengineering of the supply system is required. This paper examines the feasibility of replacing the current inefficient supply system with a commercially available single, seamless, supply chain management system. It looks at some current initiatives and who's in charge of them. The issue -- Can the Services work together to develop an effective distribution based supply system that reduces cost and shrinks the logistics footprint? Or, will DoD nibble around the edges and continue suboptimizing the potential improvements available through effective use of technology so adroitly called for in JV 2010?

The focus is on inventory management policy where prescriptions are illuminated through the prism of an enterprise supply chain analysis. Although Army aviation logistics examples are emphasized throughout, the fundamental issues and potential solutions are broadly applicable to other large-scale military and industrial supply chains as well. Following a summary of recent trends for background and context, a multi-stage conceptual model of the logistics structure is presented to segment and guide the effort. This multi-stage model is used to systematically analyze major organizational components of the supply chain, diagnose structural disorders and prescribe solutions. Integration challenges are addressed using cost-benefit perspectives which incorporate supply chain objectives of efficiency, resilience, and effectiveness. The design and evaluation section proposes an "analytical architecture" consisting of four complementary modeling approaches, collectively referred to as "dynamic strategic logistics planning", to enable a coordinated, enterprise approach for Army Logistics Transformation. An organizational construct is presented for an "engine for innovation" to accelerate and sustain continual improvement for Army logistics and supply chain management - a "Center for Innovation in Logistics Systems". Finally, strategic management challenges associated with enterprise integration and transformational change are addressed: organizational design; management information and decision support systems; strategic alignment for a learning organization; and workforce considerations including human capital investment needs. The text concludes with a relevant historical vignette and closes with a summary of expected benefits.
