The general prevalence of poverty in Nigeria is paradoxical because the country is one of the biggest oil-producing countries in the world. A 1999 World Bank report for instance showed that some 70 per cent of the population lives below the bread line - usually considered as living on less than US$1.00 a day. This raises a number of very important questions: What are really responsible for the wide prevalence of poverty in Nigeria in the midst of plenty? How is poverty manifested in the country? What alleviation strategies are in place? How effective are they? And what are the implications of all these for the country's democracy project, political stability, nation-building and development discourse?Contributors to this volume address these questions and provide insights into some of the central issues in the discussion of poverty, including how the poor themselves struggle to cope or adapt to their condition. Using multidisciplinary perspectives, the contributors critique the current alleviation strategies and recommend more viable and better- targeted approaches that will sharply reduce the incidence of poverty in Nigeria.

The paper concluded that poverty alleviaton plans should be well comprehensive coordinated and well funded in order to make it more effective and beneficial to the people of saki east local government of oyo state.

Book excerpt: Several attempts have been made by the Nigerian government to use the instrumentality of policy to address the incidence of poverty that has been identified as a major development problem in Nigeria. This paper is an effort to critically analyse these policy measures to find out why poverty persists in spite of the enormous resources that have gone into their design and implementation. The secondary method of information gathering and content analysis were adopted. Due to the multiplicity of policies and programmes adopted over the years and the similarities in their goals and strategies, the National Economic Empowerment and Development Strategy (NEEDS) was examined more closely. The study revealed that regardless of the good intentions of the policy initiative, it lacked demand-side input in its design. Consequently, the policy only succeeded in getting government endorsement and funding but never went far in achieving development results to positively impact the lives of the targeted population. The study recommends that a systematic and effective adoption of the Managing for Development Results (MfDR) strategy would enhance the capacity of the implementation organization to achieve the desired objectives.

This text looks at what does work, and outlines how to implement these effective policies. The question of credibility and strategic behaviors in institutions of poverty reduction is an area that needs to be addressed adequately and the author attempts to deal with it in a pragmatic way.In the academic literature on designating effective institutions of poverty alleviation programs and policies in sub-Saharan Africa, it is rare to find direct assessments of the success of particular social policies and programs. In country after country, one is much more likely to see research on the failure of poverty reduction programs. Very often, contributors to the literature gravitate towards the presentation of raw numbers and figurers indicating that these policies and programs have failed and thus call for the discontinuation of such policies. Curiously, the most straightforward questions that many people outside of the development circle seem to want answered OCo such as, on what criteria are these conclusions reached, or what particular policies and programs have made a dent in poverty, are less popular in the discipline. This study focuses on the preconditions for success in poverty reduction programs. It proposes a framework which incorporates a mixture of social and political, as well as economic relationships, which these programs embody. Using evidence from original surveys of two micro-finance programs in Southern Nigeria, this policy evaluation study attempts from the standpoint of institutional and social capital theories to accomplish two goals: first, to fill the gaps in the literature by developing an evaluation framework emphasizing institutional design features and a strong network of relationships which lower costs for beneficiaries and providers; and second, to provide critical input for the policy task of designing effective institutions of poverty reduction programs."

With a fifth, mainly from the rural areas of the world, living below the poverty datum line, the world has a huge challenge to reduce poverty, worse still to eradicate it from the face of the earth. A target was set through the 2000-2015 United Nations (UN) Millennium Development Goals (MDGs) and subsequently through the Sustainable Development Goals (SDGs), to reduce poverty by at least half by the years 2015 and 2030 respectively. In pursuing this goal, livelihoods of poor people though meeting with serious challenges, especially in rural areas, play a major role. This book explores the role played by people-centred Public Works Programmes in the fight against poverty and the development of rural communities in Africa. Whereas a number of countries in Africa have been approaching the issue of poverty through several interventions including Public Works Schemes, it is sad to note that poverty still tops the rankings among numerous economic and social challenges facing the continent. One wonders whether the public works strategy is misguided, misconstrued or mismanaged considering that its main objective is to make the unemployed more employable through the provision of temporary employment and training opportunities. The book concludes that Public Works Programmes, if well managed and people-centred, are one of the best ways to alleviate and even eradicate poverty in rural Africa, as it allows governments to make partnership with people, and facilitates implementation while giving space for economic self-sustenance, growth and development.
