In this volume, researchers from across the Nordic Region analyse how labour market integration of immigrants can be promoted. Education policy, active labour market policy, social benefit policy and wage policy are analysed. A key conclusion is that no single policy is likely to suffice. Instead, various policies have to be combined. The exact policy mix must depend on evaluations of the trade-offs with other policy objectives.

Book excerpt: The large influx of migrants to Nordic countries in recent years is challenging the adoptability of Nordic labor market institutions while also adding to potential growth. This paper examines the trends, economic drivers, and labor market implications of migration to Nordic countries with a particular focus on economic migration as distinct from the recent large flows of asylum seekers. Our analysis finds that migration inflows to the Nordics are influenced by both cyclical and structural factors. Although migration helpfully dampens overheating pressures during periods of strong demand, and over the longer term will cushion the decline in labor supply from population aging, in the near-term unemployment can rise, especially among the young and lower-skilled. The analysis highlights the need to adapt Nordic labor market institutions in a manner that better facilitates the integration of migrants into employment. In particular, greater wage flexibility at the firm level and continued strong active labor market measures will help improve labor market outcomes among immigrants.

The analysis builds on the understanding of socio-cultural, institutional and legal factors as “barriers” or “enablers”; elements that may facilitate or obstruct the integration processes. The book examines the two dimensions of integration being access to the labour market (which, translated into a rights language means the right to work) with its corollaries (recognition of qualifications, vocational training, etc.), and non-discriminatory working conditions (which, translated into a rights language means right to both formal and substantial equality) and its corollaries of benefits and duties deriving from joining the labour market. It thereby offers a novel approach to labour market integration and migration/asylum issues given its focus on legal aspects, which includes most recent policy changes and legal decisions (including litigation cases). Available in PDF, EPUB and Kindle. Book excerpt: This paper studies the labor market effects of non-pharmaceutical interventions (NPIs) to combat the COVID-19 pandemic. We focus on the Nordic countries which showed one of the highest variations in NPIs despite having similar community spread of COVID-19 at the onset of the pandemic: While Denmark, Finland and Norway imposed strict measures ('lockdowns'), Sweden decided for much lighter restrictions. Empirically, we use novel administrative data on weekly new unemployment and furlough spells from all 56 regions of the Nordic countries to compare the labor market outcomes of Sweden with the ones of its neighbors. Our evidence suggests that the labor markets of all countries were severely hit by the pandemic, although Sweden performed slightly better than its neighbors. Specifically, we find the worsening of the Swedish labor market to occur around 2 to 3 weeks later than in the other Nordic countries, and that its cumulative sum of new unemployment and furlough spells remained significantly lower during the time period of our study (up to week 21 of 2020).

Yet, integrating migrants into the labour market remains a challenge, especially for non-EU-born citizens and refugee women. Employers play a central role in supporting integration. This report explores Nordic employers' perceptions of hiring low-skilled migrants. It highlights motivations, benefits, and challenges based on literature and interviews.The employers in this study believe long-term advantages outweigh initial challenges. Benefits include access to a larger labour pool, and improved public image. Common challenges are legal hurdles, communication challenges and limited language skills.The study finds that reducing language requirements and collaborating with the public sector, NGOs and staffing agencies are effective strategies. And while wage subsidies positively impact employment, the awareness among employers is limited.

Book excerpt: Relative to its population, Iceland experienced the largest inflow of immigrants over the past decade of any OECD country. Four out of five immigrants in Iceland have come from EU and EFTA countries, although there has been a recent increase in humanitarian arrivals. Employment rates are the highest in the OECD, for both men and women, reflecting the recent and labour market oriented nature of most immigration to Iceland. However, immigrants’ skills are often not well used, as witnessed by the high rate of formal overqualification. What is more, immigrants’ language skills are poor in international comparison and there is evidence of growing settlement of immigrants. Against this backdrop, Iceland is at a turning point in its integration framework, and seeks to develop a comprehensive integration policy for the first time. This review, the fifth in the series Working Together for Integration, provides an in depth analysis of the Icelandic integration system, highlighting its strengths, weaknesses, and potential areas for improvement. Earlier reviews in this series looked at integration in Sweden (2016), Finland (2018), Norway (2022) and Flanders (2023).
