Book excerpt: Decentralization and increased stakeholder involvement have been major elements of water sector reform as ways to promote sustainable and integrated resource management particularly of river basins. Based on an analytical framework for relating decentralization and stakeholder involvement to improved river basin management, this paper infers several hypotheses about factors associated with greater or lesser likelihood of success of the decentralization process using data from 83 river basins worldwide. The results suggest that physical, political, economic, financial, and institutional characteristics of the basin do affect the process and the level of performance of the decentralization. In particular, the presence of water scarcity may be a stimulus to reform, uniting the stakeholders in the basin and leading to better performance; organized user groups push for the initiation of decentralization reforms but may be associated with costs to the process and difficulty of achieving decentralization; the existence of dispute resolution mechanisms supports stakeholder involvement and improves decentralization performance; where stakeholders accepted greater financial responsibility, complying with tariffs and contributing to the budget for basin management, the decentralization process and performance measures increased; basins with higher percentages of their budgets from external governmental sources benefited from better stability and support and it shows in the performance of the decentralization process.

To draw lessons for productive decentralization in integrated river basin management, this paper surveys the decentralization experience in education, health care, roads, irrigation, and public infrastructure services. Case studies reveal that the prime focus in the design of a decentralized structure must be accountability, based on principles of subsidiarity, transparency, and allocation of property rights. While some debates are sector-specific, others, such as the need for political and financial accountability, the related data requirements, educating stakeholders and potential beneficiaries of the new system, and ensuring effective participation are true of decentralization wherever it is to unfold. In turn, initial conditions and the adaptation of political leadership to suit the historical context determine the success of decentralization. Four issues demand high priority in integrated river basin management. These are (1) overcoming financial inadequacy at the local level; (2) commitment to upgrading skills, particularly management skills, while also ensuring that the expertise accumulated in central bureaucracies is not dissipated; (3) assuring pre-reform beneficiaries that their rights would be protected; and (4) sustaining a long-term commitment to an inevitably slow and drawn out decentralization process. The main conclusions of the literature survey caution those who believe that decentralization is, in itself, a solution to problems of inefficiency and inequity in developing countries. The analysis focuses on how management has been organized and pursued in each case in light of its specific geographical, historical, and organizational contexts and the evolution of institutional arrangements. The cases are also compared and assessed for their observed degrees of success in achieving improved stakeholder participation and integrated water resources management.

The Guadalquivir river flows westerly across southern Spain, with nearly all of its 57,017 km2 drainage area within the region of Andalusia. Water management issues in this semi-arid, heavily agricultural, but rapidly urbanizing region include drought exposure, water allocation, water quality, and in some areas, groundwater overdraft. A river basin agency (Confederacion Hidrografica del Guadalquivir, or CH Guadalquivir) has existed within the basin since 1927, but its responsibilities have changed substantially over its history. For much of its life, CH Guadalquivir's mission was water supply augmentation through construction and operation of reservoirs, primarily to support irrigation, under central government direction with little provision for water user participation. Following the Spanish political system's transformation and Spain's accession to the European Union, water law and policy changes greatly expanded CH Guadalquivir's responsibilities and restructured it to incorporate representation of some basin stakeholders. Although the basin agency's accomplishments in reservoir construction have been prodigious, its record of performance with respect to its newer responsibilities has been mixed, as have perceptions of its openness and responsiveness to basin interests other than irrigators. This paper--a product of the Agriculture and Rural Development Department--is part of a larger effort in the department to approach water policy issues in an integrated way. Located in west-central Costa Rica, the Tárcoles basin represents 4.2 percent of the nation's total land area, but is home to half the nation's population and the metropolitan area of San José, the nation's capital and largest city. Water management issues include severe water pollution resulting from sewage, industrial waste discharges, agricultural runoff, and deforestation. In the early 1990s a locally-initiated effort established a river basin commission for the Río Grande de Tárcoles (CRGT), which was supported by the central government's environment ministry. Since the late 1990s, however, the DRGT has struggled through changes of leadership, inconsistent support from the central government, and waning participation from basin stakeholders. Despite several programs to arrest deforestation and encourage better industrial and agricultural practices, the basin's water problems continue largely unabated. The Tárcoles case is instructive about both the possibilities and the fragility of efforts to establish integrated water resource management at the river basin level."--World Bank web site.

Book excerpt: This book is about the process of water management decentralization in African countries, which is seen as a means of advancing river basin management at the lowest appropriate level. There are very different stages of implementing decentralization in practice. This called for research aiming to understand the following questions: (i) why do some water agencies succeed more than others? (ii) What are the variables involved in such reform process? (iii) which variables have a positive or a negative impact on the implementation of decentralization processes? (iv) Which variables could be affected by policy interventions, and how? This study aimed to answer these questions through the following objectives: (i) analyze the factors that have potentially affected the results of decentralization process in SSA basins, and (ii) analyze the performance of decentralization process in SSA basins. Qualitative and quantitative approaches were used. The main findings are that water scarcity is a major stimulus to reform; water user associations, if not well prepared and trained, may deter the decentralization process; and being part of an existing treaty over an international basin helps foster the process. Conditions improving decentralization performance include: scarcity of water resources, longer period of implementation, bottom-up creation, and appropriate budgetary support.

In this book this science-policy-stakeholder interface (SPSI) is examined both analytically and through the description of practical experiences from river basins in Europe, India and South-East Asia. These include the Tungabhadra (India), Sesan (Vietnam/Cambodia), Tagus (Spain/Portugal) and Glomma (Norway), which particularly highlight issues associated with pollution, severely altered river flows and transboundary conflicts. Following two chapters which lay the framework for the book the authors describe how SPSI was managed in the case study basins and how stakeholder participation and scenarios were used to integrate different perspectives, and to facilitate the communication of different forms of knowledge. Four important aspects of water management and SPSI are then discussed; these are water pollution, land and water interaction, environmental flow and transboundary water regimes. Short descriptions of the case study rivers are provided together with analyses of how SPSI was managed in water management in these basins and policy recommendations for the basins. The book concludes by providing a series of recommendations for improving the science-policy-stakeholder interface in water management. It represents a major step forward in our understanding of how to implement integrated water resources management.

The first objective is to provide scholars with a more realistic view of adaptive management, without arguing against adaptive management. Adaptive management is necessary as well as desirable, but it is not easy, and demonstrating that through the Chino Basin experience is an important goal. The second objective is to provide practitioners with encouraging yet cautionary lessons about the challenges and benefits of an adaptive approach – in similar fashion as the first objective, the goal here is to endorse the adaptive approach but in a clear-eyed manner that clarifies how hard it is and how much it requires. A third objective is to show all audiences that resource governance systems can fail, change, and succeed. There is no such thing as an ideal institutional design that is guaranteed to work; rather, making institutional arrangements work entails learning and adjustment when they begin to show problems as they inevitably will.
