Despite the recent surge of interest in restoring floodplains among policy and research circles, as well as in the public domain, very few schemes for restoring functional floodplains have been put into practice in Europe to date. The book explores the reasons behind this discrepancy between interest and applications with an original, comparative analysis of the institutional drivers and constraints of floodplain restoration in Europe. It explains why so few projects have been successfully implemented, how recent policy shifts are creating new opportunities for floodplain restoration and what lessons for policy development and project management can be drawn from in-depth analysis of past and present schemes. At a time of rapidly growing interest in restoring floodplains as an important component of efforts to improve flood protection, enhance riparian habitats, strengthen catchment management, raise water quality and pursue integrated rural development, the book critically appraises the relationship between macro-level policy development and enforcement and micro-level project design and implementation. The book begins with two chapters setting out the case for floodplain restoration and assessing the relevant drivers and constraints of EU policy. The next three chapters analyse the policy contexts of floodplain restoration in France, Germany and Britain, addressing the principal drivers and constraints in the fields of water management, flood protection, nature conservation, spatial planning and agriculture. Book excerpt: This book is in part a response to the attempts of governments to address increasing concerns over such environmental issues as the impact of climate change; carbon emissions; pressures from overpopulation of cities; coal seam gas extraction and depleting natural resources. The authors have developed a Sustainable Communities Framework (SCF) which incorporates social-cultural, environmental and economic sustainability principles in the process of urban planning. The authors propose a five-step SCF built on an application of sustainability tables. The book examines a wide range of urban planning practices utilizing sustainability criteria, outlining both qualitative and quantitative tools. Separate chapters discuss application of the SCF to both the natural environment and the built environment. This framework is applied to a case study of the outer Sydney growth area of Wyong Shire, Central Coast, NSW, Australia. Addressing the question of how best to measure the environment, the authors present a table for selecting indicators of sustainability, and outline sustainability scorecards which use color-coded ratings of green, red and amber to measure indicators of sustainability. The authors show how aggregating these ratings allows the framework to be scaled up for application to larger areas. Finally, the authors show how scorecards can be incorporated in sustainability reports, with actions and monitoring components. The authors also examine urban planning education including land use planning, natural resource planning and sustainable urban planning, focusing on the extent to which schools incorporate principles of sustainability. The authors offer their critique on the movement of planning practices towards a more coordinated and holistic framework, in incorporating sustainability principles. Sustainable Communities: A Framework for Planning concludes by drawing a future scenario on the application of the SCF to incorporate principles of sustainability into urban planning. The authors propose future options for SCF applications, including adopting a systems program; environmental performance monitoring and showing how the framework will accommodate the social-cultural and economic components of sustainability, in addition to the environmental ones as examined in the case study.

The articles explore three dimensions of transfer—causes, processes, outcomes—and offer a theoretically inspiring, methodologically rich and geographically diverse engagement with IWRM policy transfer around the globe. As such, they can also productively inform a future research agenda on the ‘dimensional’ aspects of IWRM governance. Regarding the causes, the contributions apply, criticise, extend or revise existing approaches to policy transfer in a water governance context, asking why countries adopt IWRM principles and what mechanisms are in place to understand the adoption of these principles in regional or national contexts. When it comes to processes, articles in this Special Issue unpack the process of policy transfer and implementation and explore how IWRM principles travel across borders, levels and scales. Finally, this set of papers looks into the outcomes of IWRM policy transfer and asks what impact IWRM principles, once implemented, gave on domestic water governance, water quality and water supply, and how effective IWRM is at addressing critical water issues in specific countries.
