The Internet, Dartnell argues, is affecting extensive changes to the way politics are carried out, by inserting a range of non-state actors onto the global political stage. He demonstrates that Web activism raises issues about the organization of societies and the distribution of power and contends that the development of online activism has far-reaching social and political implications, with parallels to the influence of the invention of the printing press, the telegraph, and the radio. Dartnell concentrates on Web activists who use the Net as a media tool, distinguishing this use from information terrorism, which threatens or harasses through 'hacking' or electronic sabotage. Using the examples of the Revolutionary Association of the Women of Afghanistan (RAWA), which opposed the Taliban, the Peruvian Movimento Revolucionario Tupac Amaru (MRTA) and its campaign against the Fujimori government, and the Irish Republican Socialist Movement (IRSM), Dartnell evaluates the political implications and general character of Web activism among non-state actors. Insurgency Online shows that online activism is a ripe, new territory for non-governmental actors to raise awareness and develop support around the world.

In this sobering account of the ongoing violence, Ahmed Hashim, a specialist on Middle Eastern strategic issues and on irregular warfare, reveals the insurgents behind the widespread revolt, their motives, and their tactics. The insurgency, he shows, is not a united movement directed by a leadership with a single ideological vision. Instead, it involves former regime loyalists, Iraqis resentful of foreign occupation, foreign and domestic Islamist extremists, and elements of organized crime. These groups have cooperated with one another in the past and coordinated their attacks; but the alliance between nationalist Iraqi insurgents on the one hand and religious extremists has frayed considerably. Even when they claim territory and threaten governmental writ, they typically face a military backlash too powerful to withstand. States struggle with addressing the political roots of such movements, and their military efforts mostly just "mow the grass," yet, for the insurgent, the grass is nonetheless mowed-and the armed project must start over. This is the insurgent's dilemma: the difficulty of asserting oneself, of violently challenging authority, and of establishing sustainable power. In the face of this dilemma, some insurgents are learning new ways to ply their trade. With subversion, spin and disinformation claiming centre stage, insurgency is being reinvented, to exploit the vulnerabilities of our times and gain new strategic salience for tomorrow. As the most promising approaches are refined and repurposed, what we think of as counterinsurgency will also need to change. The 9/11 incidents which shocked the world, once again drew international attention back to the forgotten Afghanistan. The Bonn conference (2001), the NATO led invasion, the collapse of the Taliban regime and the promises of the international community to build a democratic Afghan government with a solid institution and strong security force, created great hopes amongst the Afghan population for a better future. After the fall of the Taliban regime, the violence and insurgency began to increase. Despite all international efforts and an increase in troop numbers from 10,000 in 2002 to around 140,000 in 2010 and the spending of 50 billion in aid, the Afghan government is still weak and does not have control over the whole country; the armed forces are not strong enough; violence continues to rise and last year was the deadliest year in nearly nine year of war; additionally, the security situation across the country looks increasingly bad. The lasting war has had little success in Afghanistan, the pressure of insurgents, increasing casualties, unpopularity of war among the population of NATO-led countries and enormous war costs in a worsening economic climate have caused the announcement of the withdrawal of troops by US President B. Obama in 2011 and the UK Prime Minister D. Cameron by 2015. This book aims to determine the answer to the question of whether the Coalition Forces are winning the war in Afghanistan.
