Book excerpt: Knowledge generation and transfer mechanisms are being transformed in important and controversial ways. Investment in research and development has increased in response to recognition that scientific productivity is tightly connected to economic dynamism. Patent protection has been expanded in order to stimulate higher levels of private investment. Intellectual property rights held by public organizations and researchers are now increasingly transferred to private organizations to accelerate the diffusion and enhance the value of knowledge produced by public agencies and universities. Additionally, new institutions such as university offices of technology transfer, venture capital markets, and a variety of consortia in knowledge-intensive industries are being established throughout the United States and in other parts of the world. These changes have led to a repositioning of the state in systems of innovation and an increase in the proprietary character of technical information. The purpose of this book is to review and analyze i) contemporary transitions in agricultural knowledge generation and extension arrangements from an empirical perspective, and ii) emerging and contradictory perspectives as to how knowledge systems can be assessed effectively. The authors aim to provide the reader with a better understanding of the implications of new biotechnologies and new intellectual property rights regimes on public-private relations in science, the extent to which benefits from scientific knowledge are being appropriated by private sector actors, the diversity and possible outcomes of privatization initiatives in extension, and prospects for public goods production and ecological sustainability given contemporary trends. The book presents contrasting views on the degree of complementarity and substitution between private and public sector investments in research and extension. Recognizing that the labels `public' and `private' are incomplete and at times misleading descriptions of the structure and function of coordinating bodies in social systems, the analyses highlight ways in which public and private spaces and modes of functioning combine. In addition to illustrating a broad range of analytic methodologies useful for studying organizational questions in knowledge systems, the authors identify the implications of a range of past and potential institutional innovations.

Book excerpt: In this chapter we compute measures of total factor productivity (TFP) growth for developing countries and then contrast TFP growth with technological capital indexes. In developing these indexes, we incorporate schooling capital to yield two new indexes: Invention-Innovation Capital and Technology Mastery. We find that TFP performance is strongly related to technological capital and that technological capital is required for TFP and cost reduction growth. Investments in technological capital require long-term (20- to 40-year) investments, which are typically made by governments and aid agencies and are the only viable escape route from mass poverty.

The book examines the issues by reviewing the experience of GM, insect-resistant cotton, the most widely grown GM crop in developing countries. The book begins with an introduction to agricultural biotechnology, a brief examination of the history of cotton production technology (and the institutions required to support that technology), and a thorough review of the literature on the agronomic performance of GM cotton. It then provides a review of the economic and institutional outcomes of GM cotton during the first decade of its use. The core of the book is four country case studies based on original fieldwork in the principal developing countries growing GM cotton (China, India, South Africa and Colombia). The book concludes with a summary of the experience to date and implications for the future of GM crops in developing countries. This review challenges those who have predicted technological failure by describing instances in which GM cotton has proven useful and has been enthusiastically taken up by smallholders. But it also challenges those who claim that biotechnology can take the lead in agricultural development by examining the precarious institutional basis on which these hopes rest in most countries. The analysis shows how biotechnology’s potential contribution to agricultural development must be seen as a part of (and often secondary to) more fundamental policy change. The book should be of interest to a wide audience concerned with agricultural development. This would include academics in the social and agricultural sciences, donor agencies and NGOs.

In its conclusions, the book emphasizes the importance of mechanisms for collaboration and interaction. Intermediary organizations, innovation councils, farmer organizations, and other means to strengthen collaboration are central to creating the exchange of knowledge and perspectives that will convert knowledge into valuable new social and economic products and services.

The Green Revolution—in the form of modern seed varieties, chemical fertilizers, pesticides, and modern machinery—has contributed to increased crop yields and farm incomes, and decreased poverty across the region. Although policy makers’ traditional focus on expanding and intensifying agricultural production has brought many benefits, the focus on productivity has come at a rising cost. The environmental sustainability of agricultural production is increasingly under threat. Moreover, as countries in the region have become more urbanized and demand for processed foods has risen, inadequate food safety systems and related food safety hazards have created a new form of food insecurity. As detailed in Agricultural Innovation in Developing East Asia: Productivity, Safety, and Sustainability, a new generation of innovation in agriculture has the potential to address the challenges of productivity, sustainability, and food safety to deliver a “triple win.†? To make the most of this promising wave of agricultural innovations, policy makers in the region will need to act to strengthen countries’ agricultural innovation systems. This effort will require a cross-cutting approach, including policy and institutional reforms, improved governance of countries’ agri-food systems, and efforts to build farmers’ and firms’ capacities to adopt new technologies and to innovate.

For this project, IFPRI partnered with Wadonda Consult and the Lilongwe University of Agriculture and Natural Resources (LUANAR) to conduct the household survey and qualitative interviews. Funding came from the Government of Flanders, the U.S. Agency for International Development through the Strengthening Agricultural and Nutrition Extension (SANE), the German Agency for International Cooperation [GIZ]), and the CGIAR Research Program on Policies, Institutions, and Markets (PIM). The project collected two rounds of nationally representative panel data of 2,880 households (2016 and 2018), two rounds of focus group discussions (FGDs), census of extension service providers in 15 districts, and a series of in-depth interviews. This note summarizes the main findings from 10 reports completed to analyze and draw conclusions from the stories behind these datasets.
