Book excerpt: Face aux défis de la sécurité alimentaire et de la réduction de la pauvreté, les Etats africains, avec le soutien des agences de développement, ont été amenés, notamment au cours des deux dernières décennies, à intensifier la recherche agricole visant à accroître la productivité, la rentabilité, la compétivité et le volume de la production agricole. Au regard de la raréfaction des terres arables, les résultats obtenus sont très encourageants. Des centres de recherche ont conçu de nouvelles technologies adaptées aux conditions écologiques de l'Afrique et destinées à améliorer la productivité, le volume et la rentabilité de la production agricole. Le " Nouveau riz pour l'Afrique ", une variété riche en protéines et plus résistante aux conditions climatiques austères de la sous-région ouest-africaine et aux parasites, en est un exemple palpable. Paradoxalement, ces innovations performantes sont rarement adoptées dans cette sous-région alors que les impacts négatifs des changements climatiques sur la production agricole, comme les sécheresses et les inondations, s'intensifient. La forte croissance démographique et l'exode rural de plus en plus accentué amplifient continuellement l'accroissement des besoins de produits alimentaires, notamment en milieu urbain. La production obtenue par les systèmes de culture actuellement pratiqués, à savoir l'agriculture extensive, demeurant insuffisante et les pouvoirs d'achat des populations restant trop faibles, ces besoins de denrées alimentaires ne peuvent être satisfaits. Pour réduire substantiellement l'insécurité alimentaire qui en résulte, l'accélération de la diffusion et de l'adoption des innovations technologiques performantes s'impose. Dans cet ouvrage, les auteurs se penchent sur les innovations actuellement observées sur le terrain et leur impact sur la productivité agricole afin de contribuer au développement de politiques et stratégies d'adoption de celles qui s'avèrent performantes.

Book excerpt: En Afrique de l'Ouest, une série de facteurs contribue à la baisse de la productivité agricole : la dégradation de l'environnement, la forte croissance démographique, les attaques acridiennes, la performance insuffisante des économies. De nombreux pays enregistrent d'énormes déficits alimentaires. Une telle situation ne peut être améliorée qu'à partir de l'adoption de nouvelles technologies visant à l'obtention de meilleurs rendements. Dans cet ouvrage organisé en quatre chapitres, les auteurs se penchent sur les déterminants d'une meilleure productivité agricole. L'accent est surtout mis sur les aléas climatiques de ces dernières décennies, marquées par de fortes irrégularités saisonnières et une baisse régulière de la pluviométrie. Aux aléas climatiques s'ajoute le problème de la fertilité des sols caractérisé le plus souvent par un faible taux de matières organiques : carence en phosphore et en azote, complexe absorbant insuffisant, petite capacité de rétention en eau, etc. Enfin, dans les régions à forte densité de population ( exemples du Ghana et du Togo ), le taux de croissance démographique élevé agit négativement sur le potentiel foncier, caractérisé par la dégradation des ressources naturelles. Les auteurs exposent ici les réalités de ces facteurs déterminants pour la sécurité alimentaire, afin de permettre aux décideurs de mieux les intégrer à leur politique de développement du secteur agricole.

La demande en nourriture dans les principaux centres urbains est devenue exponentielle, avec une forte dépendance du marché international. Cette demande ne concerne plus seulement les produits alimentaires à l'état brut, elle porte aussi sur les denrées transformées telles que les conserves alimentaires, les produits congelés et les huiles végétales. Par rapport à cette demande forte en aliments de base, les populations ouest-africaines cherchent elles-mêmes à s'adapter en mettant davantage l'accent sur des innovations. Celles-ci concernent à la fois les nouvelles cultures pratiquées, dont notamment un développement extraordinaire de l'agriculture périurbaine, la conception de nouveaux aliments et l'évolution des anciens mets traditionnels. Ces innovations concernent aussi la façon de présenter ces nouveaux mets aux consommateurs urbains. Ainsi, le faible pouvoir d'achat des populations urbaines entraîne désormais le développement extraordinaire des aliments de rue, en lieu et place de la restauration moderne où le coût des aliments reste élevé. Ce livre étudie ces diverses innovations à travers les expériences de transformation et de présentation des aliments prêts à être consommés, il évoque aussi les risques liés à ces innovations. L'ouvrage est structuré en quatre chapitres ayant trait à des études de cas centrées sur le Burkina Faso, le Ghana et la Côte d'Ivoire.

Book excerpt: Managing the ability of agriculture to meet rising global demand and to respond to the changes and opportunities will require good policy, sustained investments, and innovation - not business as usual. Investments in public Research and Development, extension, education, and their links with one another have elicited high returns and pro-poor growth, but these investments alone will not elicit innovation at the pace or on the scale required by the intensifying and proliferating challenges confronting agriculture. Experience indicates that aside from a strong capacity in Research and Development, the ability to innovate is often related to collective action, coordination, the exchange of knowledge among diverse actors, the incentives and resources available to form partnerships and develop businesses, and conditions that make it possible for farmers or entrepreneurs to use the innovations. While consensus is developing about what is meant by 'innovation' and 'innovation system', no detailed blueprint exists for making agricultural innovation happen at a given time, in a given place, for a given result. The AIS approach that looks at these multiple conditions and relationships that promote innovation in agriculture, has however moved from a concept to a sub-discipline with principles of analysis and action. AIS investments must be specific to the context, responding to the stage of development in a particular country and agricultural sector, especially the AIS. This sourcebook contributes to identifying, designing, and implementing the investments, approaches, and complementary interventions that appear most likely to strengthen AIS and to promote agricultural innovation and equitable growth. It emphasizes the lessons learned, benefits and impacts, implementation issues, and prospects for replicating or expanding successful practices. The information in this sourcebook derives from approaches that have been tested at different scales in different contexts. It reflects the experiences and evolving understanding of numerous individuals and organizations concerned with agricultural innovation, including the World Bank. This information is targeted to the key operational staff in international and regional development agencies and national governments who design and implement lending projects and to the practitioners who design thematic programs and technical assistance packages. The sourcebook can also be an important resource for the research community and nongovernmental organizations (NGOs).
