Investment in research and development has increased in response to recognition that scientific productivity is tightly connected to economic dynamism. Patent protection has been expanded in order to stimulate higher levels of private investment. Intellectual property rights held by public organizations and researchers are now increasingly transferred to private organizations to accelerate the diffusion and enhance the value of knowledge produced by public agencies and universities. Additionally, new institutions such as university offices of technology transfer, venture capital markets, and a variety of consortia in knowledge-intensive industries are being established throughout the United States and in other parts of the world. These changes have led to a repositioning of the state in systems of innovation and an increase in the proprietary character of technical information. The purpose of this book is to review and analyze i) contemporary transitions in agricultural knowledge generation and extension arrangements from an empirical perspective, and ii) emerging and contradictory perspectives as to how knowledge systems can be assessed effectively. The authors aim to provide the reader with a better understanding of the implications of new biotechnologies and new intellectual property rights regimes on public-private relations in science, the extent to which benefits from scientific knowledge are being appropriated by private sector actors, the diversity and possible outcomes of privatization initiatives in extension, and prospects for public goods production and ecological sustainability given contemporary trends. The book presents contrasting views on the degree of complementarity and substitution between private and public sector investments in research and extension. Recognizing that the labels `public' and `private' are incomplete and at times misleading descriptions of the structure and function of coordinating bodies in social systems, the analyses highlight ways in which public and private spaces and modes of functioning combine. In addition to illustrating a broad range of analytic methodologies useful for studying organizational questions in knowledge systems, the authors identify the implications of a range of past and potential institutional innovations.

Closing the gap between actual smallholder yield and those achievable through scientific research is vital to increasing the food availability and efficient use of inputs and natural resources. Multiple factors and constraints contribute to these production gaps, including uncoordinated linkages between education, research and extension. These linkages are often supply-driven and top-down, and unable to respond to the diversity of location-specific, locally-adaptive and multiple knowledge demands – as smallholders are a diverse group in terms of incomes, knowledge, perceptions and farming practices. In 2005, China Agricultural University (CAU) launched a pilot agricultural development project in partnership with Quzhou County in Hebei Province of China to work together to develop high-yielding technologies. In 2009, CAU professors and postgraduate students moved their research programs from the experimental station to the village, and rented a backyard, where they lived, worked and studied high-yielding technologies and responses from the farmers. Gradually, their backyard work attracted more farmers and encouraged their participation. The backyard thus became a science and technology dissemination platform in the local community. From then on, farmers, scientists and students referred to the project as the Science and Technology Backyard (STB). This publication was prepared as a case study report on the Science and Technology Backyard (STB).

Book excerpt: Rogers (2003) cites the agricultural Extension Service as being the most successful organization in diffusion of research given the tremendous progress made in food production (165). However, he also acknowledges that Extension's diffusion work "has been more effective in diffusing agricultural production technology to farmers than in diffusing other subject-matter content to farm and nonfarm audiences" (394). Yet, as the literature review shows, there is not further theoretical understanding beyond what Rogers' (2003) developed to help the Cooperative Extension Service (CES) understand how to mobilize its vast resources and expertise to respond to a national educational need. Without this understanding, CES relinquishes opportunities to serve the public as it was envisioned in the Smith-Lever act of 1914 and the land-grant universities jeopardize their contemporary relevance. Therefore, additional theory for CES needs to be generated that goes beyond the existing diffusion of innovations framework. The purpose of this research is to: 1) understand the experiences of Extension educators and specialists involved in the nation-wide Smart Choice Health Insurance program innovation and diffusion process and 2) generate theory that makes meaning of the processes and conditions that were present before and during the CES Smart Choice program innovation and diffusion process. This study is designed to add to the theoretical understanding of program innovation and diffusion in CES, which was Rogers (2003) initial references point for the DOI framework. The research aids in understanding a program innovation that is in process as a result of a national policy innovation diffusion -- the Patient Protection and Affordable Care Act (Public Law 111-148). A mixed-methods design allows a qualitative process to explore the processes, experiences, and situations of the people involved (Brower and Jeong 2008) while examining quantitative secondary data about the external environment. The benefit of this research is that extension administrators and educators at the national, state, and local levels can better understand the experiences, conditions, and processes that occur if and when CES mobilizes to address a public educational issue, opportunity, or need. This understanding will contribute to Extension and public administration about what is needed to create a culture of innovation, make program or policy decisions about resource placement, and enhance program and/or policy development and diffusion.

Book excerpt: The Million Farmers School (MFS) is an innovative extension program initiated by the Department of Agriculture in the state of Uttar Pradesh, India, in 2017. Twice in a year, the department deploys its entire extension machinery to organize nearly 15,000 training programs for about a million farmers across all districts of the state. Unlike traditional extension services, MFS integrates various facets of agricultural knowledge into a packaged product and delivers through village-level trainings where printed material on the topics of training are also distributed among participants. This study presents early findings of a process evaluation, involving assessments of program design, implementation strategies, and estimation of benefits from program participation. In addition to consultation with public officials and community organizations, a state-level representative survey was conducted on a sample of both participating and non-participating households. The early results based on matching and instrumental variable methods—suggest that knowledge outcomes are significantly better among participants vis-à-vis non-participants. The results are robust to different model specifications. The study also qualitatively assesses various aspects of the program’s design and implementation, highlighting the constraints and challenges it faces and offers implementation advice for greater efficacy in its future course.
