Book excerpt: L’objectif de ce travail est d’expliciter en premier lieu l’évolution théorique des clusters depuis le XIXème (District marshallien) jusqu’aux clusters d’aujourd’hui, les pôles de compétitivité français ; et d’étudier en deuxième lieu les caractéristiques, les déterminants et les effets des clusters en général sans négliger et oublier de traiter le côté pratique des clusters dans le monde (France, Etats-Unis, Japon, Corée de Sud et l’Inde). Ainsi, la pratique nous montre qu’il y a des liens et des interdépendances réciproques entre les clusters et l’innovation. A cet effet, nous déduisons que les clusters constituent l’écosystème, l’environnement et l’organisation la plus favorable à l’innovation, grâce aux effets des proximités croisées que les clusters réunissent et au capital social créé et développé en son sein entre les parties prenantes des clusters. A partir de là, nous comprendrons bien que les clusters agissent ou ont un effet sur leur territoire d’implantation du fait de tous les éléments (proximités, innovations, capital social...), les intervenants et les acteurs locaux qu’ils réunissent. Donc, ils impactent d’une manière globale le développement territorial et en particulier la compétitivité et l’attractivité territoriale ; tout cela d’une manière endogène ou exogène. Autrement dit, le développement territorial par les clusters est basé sur des ressources « glocales » c’est-à-dire d’origine endogène et exogène en même temps.

Book excerpt: Cette recherche doctorale questionne le lien entre innovation et développement territorial, du point de vue de ses attributs, dans lecontexte de deux régions d'Europe qualifiées de périphériques et maritimes. Prenant appui sur une approche majoritairement qualitative, elle permet de placer les actions publiques du niveau régional au sein d'une prise en charge multi-niveaux de l'innovation. Elle étudie les relations de cet échelon avec les autres représentants de la triple hélice de l'innovation (secteur privé et de la recherche). Une nouvelle modélisation de leurs interactions est proposée. Pluridisciplinaire, appuyée sur un travail exhaustif de mise à plat de définitions, cette recherche s'inscrit dans l'approche en termes de milieu innovateur et mobilise, en outre, les cadres d'analyse de l'encastrement et du néo-institutionnalisme pour montrer l'importance du contexte en matière d'action publique liée aux activités innovantes. On préconise, entre autres, que la Région se positionne en milieu de terrain dans le jeu de l'innovation. Cela lui permet de transformer les contraintes liées à la périphéricité et à lamaritimité en atouts et ainsi de se faire pleinement reconnaître comme innovante. Sa vision large du jeu lui offre aussi l'opportunité de ne pas tomber dans le mainstream de l'action publique destinée au soutien des seuls acteurs innovants, pour mieux s'adresser à toutes les composantes de la société régionale. Elle est ainsi mieux à même de soutenir l'innovation, au bénéfice de son territoire.

Selon nous, l'innovation sociale territoriale renvoie à la transformation de la gouvernance territoriale en faveur de la capacitation des initiatives citoyennes. Si l'innovation sociale territoriale se produit le plus souvent de manière spontanée, le débat central aujourd'hui est de modéliser ses processus et d'établir une méthodologie de transformation territoriale afin de pouvoir produire cette innovation de manière proactive. Notre thèse réalisée en contrat CIFRE au sein du cabinet de conseil Le Cinquième Pôle, s'inscrit dans ces réflexions autour de la production des stratégies et des outils d'innovation sociale territoriale. La thèse se focalise sur deux éléments : d'une part l'analyse des processus de l'innovation sociale territoriale et d'autre part l'évaluation du potentiel du web social pour favoriser la dynamique de transformation. Après avoir identifié que l'action collective entre acteurs locaux est un levier prépondérant de l'innovation sociale territoriale, nous avons analysé le rôle du web social dans l'émergence de communautés locales de porteurs d'initiatives citoyennes à l'aide de deux études de cas : le collectif Catalyst à Lille et le service numérique de la Ville de Brest. De nombreux apports du web social ont été révélés : maintien des liens faibles, partage des ressources, sensibilisation et éducation des acteurs, co-création des connaissances etc. Néanmoins, persistent les défis que sont la difficulté d'appropriation des outils numériques ainsi que le manque de culture ou habitudes de collaboration.
