Up to now this topic has been mainly addressed by the economic and engineering sciences, with a research focus on the hardware rather than on the human and social software. However, energy systems, and the possibilities of change, are not only economic or technological but involve also patterns of social life, representations, organizational models and relational structures. In order to generate the social preconditions for the transition to a low-emission society, focused on a growing production of energy from renewable sources and on a greater sustainability of consumption, it is therefore urgent to reaffirm the centrality of a sociological approach to energy. This book focused on three core research areas which are crucial to understand what is at stake with the energy transition: conflicts over the construction and location of renewable energy production plants; collective action on renewable sources that promote a new model of energy system in which consumers are also producers; and the social-territorial impact of energy policies.

Policy makers in many countries face tensions between 'streamlining' planning procedures, engaging with diverse publics to address what is commonly conceived as 'NIMBY' (not in my back yard) opposition, and the need to maintain democratic, participatory values in planning systems. This volume provides a timely, international review of research on public engagement, in contexts of diverse, innovative energy technologies. Public engagement is conceived broadly - as the interaction between how developers and other key actors engage with publics about energy technologies (including assumptions held about the methods used, such as the provision of financial benefits or the holding of deliberative events), and how individuals and groups engage with energy policies and projects (including indirectly through the media and directly through emotional and behavioural responses). Such views are often simplistic and not in tandem with the existing multiple sanitary options and service providers in East African cities, which defy such classification. This book provides the theoretical and empirical basis for a third way of classifying and assessing the multiple technical and institutional options to sanitary provision. This novel assessment approach called 'modernised mixtures' is used in this book as a tool for conceptualising, assessing and improving sanitary provision in East African cities. The assessment is based on four social and technical dimensions and three sustainability criteria. This inclusive approach in assessing sanitary mixtures, benefits decision making among imperfect options.

Book excerpt: Cities can only exist because of the highly developed systems which underlie them, ensuring that energy, clean water, etc. are moved efficiently from producer to user, and that waste is removed. The urgent need to make the way that these services are provided more environmentally, socially and economically sustainable means that these systems are in a state of transition; from centralized to decentralized energy; from passive to smart infrastructure; from toll-free to road pricing. Such transitions are widely studied in the context of the influence of service providers, users, and regulators. Until now, however, relatively little attention has been given to the growing role of intermediaries in these systems. These consist of institutions and organizations acting in-between production and consumption, for example; NGOs who develop green energy labelling schemes in collaboration with producers and regulators to guide the user; consultants who advise businesses on how to save resources; and travel agents who match users with providers. Such intermediaries are in a position to shape the direction that technological transitions take, and ultimately the sustainability of urban networks.
