Book excerpt: A provocative analysis of the roots of Egypt’s housing crisis and the ways in which it can be tackled Along with football and religion, housing is a fundamental cornerstone of Egyptian life: it can make or break marriage proposals, invigorate or slow down the economy, and popularize or embarrass a ruler. Housing is political. Almost every Egyptian ruler over the last eighty years has directly associated himself with at least one large-scale housing project. It is also big business, with Egypt currently the world leader in per capita housing production, building at almost double China’s rate, and creating a housing surplus that counts in the millions of units. Despite this, Egypt has been in the grip of a housing crisis for almost eight decades. From the 1940s onward, officials deployed a number of policies to create adequate housing for the country’s growing population. By the 1970s, housing production had outstripped population growth, but today half of Egypt’s one hundred million people cannot afford a decent home. Egypt's Housing Crisis takes presidential speeches, parliamentary reports, legislation, and official statistics as the basis with which to investigate the tools that officials have used to ‘solve’ the housing crisis—rent control, social housing, and amnesties for informal self-building—as well as the inescapable reality of these policies’ outcomes. Yahia Shawkat argues that wars, mass displacement, and rural–urban migration played a part in creating the problem early on, but that neoliberal deregulation, crony capitalism and corruption, and neglectful planning have made things steadily worse ever since. In the final analysis he asks, is affordable housing for all really that hard to achieve?

Book excerpt: This report finds that Egypt has implemented important improvements in climate-aware planning and coordination across the public sector, and some initial steps to reflect climate change issues in appraisal and selection of investment projects, but that significant work remains. So far there has been limited progress in ensuring that budgeting, portfolio management and fiscal risk management is climate sensitive. In addition, many of the weaknesses in the overall framework for public investment described in a separate report, also undermine the capacities for climate-sensitive public investment management. The mission makes three main recommendations to address current weaknesses and further improve the climate change awareness of public investment management: 1) Integrate national climate strategies and objectives for both climate change adaptation and mitigation in national, sectoral, construction and spatial planning processes; 2) Reflect climate change considerations in project selection, budgeting, and portfolio management decisions; 3) Strengthen management of climate-related fiscal risks.

This book examines the decade long of protest movements which created the context for the January 2011 mass uprising. It tells the story of Egypt’s long revolutionary process by exploring its genealogy in the decade before 25 January 2011and tracing its development in the three years that have followed. The book analyses new forms of political mobilisation that arose in response to ever-increasing grievances against authoritarian politics, deteriorating living conditions for the majority of Egyptians as a consequence of neo-liberal policies and the machinery of crony capitalism, and an almost total abandoning by the state of its responsibilities to society at large. It argues that the increasing societal pressures from different quarters such as labour groups, pro-democracy movements and ordinary citizens during this period culminated in an intensifying culture of protest and activism that was vital in the lead up to the dramatic overthrow of Mubarak. It, also, argues that the features of these new forms of activism and political mobilisation have contributed to shaping the political process since the downfall of Mubarak. Based on research undertaken since 2002, Egypt’s Long Revolution is an essential resource for scholars and researchers with an interest in social movements, comparative politics and Middle East Politics in general.
