The analysis contained in this book aimed to contribute to and inform the debate about the future of income support policies in Argentina, taking the views, values, and preferences of the stakeholders and the population as starting points. The research included two innovative efforts to collect and understand the landscape of ideas regarding options for social protection circulating in Argentina: first, an extensive set of consultations with policy makers and practitioners in social policy, mainly at the provincial level; and second, a national, representative opinion survey on the views and perceptions of the population regarding social policy and income support programs in particular.

Book excerpt: This book carries out a comparative analysis of the power struggles over the post-neoliberal social security reforms in Venezuela and Ecuador. The research breaks down why the social security system reform initiated by Hugo Chávez’ government in Venezuela has come down since its passing in 2002, whereas the social security system reform initiated by Rafael Correa’s government in Ecuador has come along in spite of the obstacles since 2007. All in all, the analysis determined that the struggles over the social security system reforms in both countries remarkably corresponded to each other with regard to their structural conditions, points of contention, and contending actors. In contrast, the analysis established substantial divergences regarding the ways in which the struggles over both reforms came about, due to the divergent development of the struggles for hegemony between government and opposition. These divergences finally brought about the indefinite stagnation of the reform in Venezuela and the advancement of subsequent partial reforms aimed at the universalization of social security in Ecuador.

Popular sectors were especially hard hit as wages declined and unemployment increased. The backlash to neoliberalism in the form of popular protest and electoral mobilization opened space for leftist governments to emerge. The turn to left governments raised popular expectations for a second wave of incorporation. Although a growing literature has analyzed many aspects of left governments, there is no study of how the redefinition of the organized popular sectors, their allies, and their struggles have reshaped the political arena to include their interests—until now. This volume examines the role played in the second wave of incorporation by political parties, trade unions, and social movements in five cases: Argentina, Bolivia, Brazil, Ecuador, and Venezuela. The cases shed new light on a subject critical to understanding the change in the distribution of political power related to popular sectors and their interests—a key issue in the study of postneoliberalism.

In Captured Peace: Elites and Peacebuilding in El Salvador, Christine J. Wade adapts the concept of elite capture to expand on the idea of “captured peace,” explaining how local elites commandeered political, social, and economic affairs before war’s end and then used the peace accords to deepen their control in these spheres. While much scholarship has focused on the role of gangs in Salvadoran unrest, Wade draws on an exhaustive range of sources to demonstrate how day-to-day violence is inextricable from the economic and political dimensions.
