The sharp increase in the number of victims of homicide, disappearances and torture over the past decade is unparalleled in the country's recent history. According to editors Alejandro Anaya-Muñoz and Barbara Frey, the "war on drugs" launched in 2006 by President Felipe Calderón and the corrupting influence criminal organizations have on public institutions have empowered both state and nonstate actors to operate with impunity. Impunity, they argue, is the root cause that has enabled a human-rights crisis to flourish, creating a climate of generalized violence that is carried out, condoned, or ignored by the state and precluding any hope for justice. Mexico's Human Rights Crisis offers a broad survey of the current human rights issues that plague Mexico. Essays focus on the human rights consequences that flow directly from the ongoing "war on drugs" in the country, including violence aimed specifically at women, and the impunity that characterizes the government's activities. Contributors address the violation of the human rights of migrants, in both Mexico and the United States, and cover the domestic and transnational elements and processes that shape the current human rights crisis, from the state of Mexico's democracy to the influence of rulings by the Inter-American Court of Human Rights on the decisions of Mexico's National Supreme Court of Justice. Given the scope, the contemporaneity, and the gravity of Mexico's human rights crisis, the recommendations made in the book by the editors and contributors to curb the violence could not be more urgent. Bailey and Dammert detail the wide variation in police tactics and efforts by individual nations to assess their effectiveness and ethical accountability. Policies on this issue can take the form of authoritarianism, which threatens the democratic process itself, or can, instead, work to "demilitarize" the police force. Bailey and Dammert argue that although attempts to apply generic models such as the successful "zero tolerance" created in the United States to the emerging democracies of Latin America—where institutional and economic instabilities exist—may be inappropriate, it is both possible and profitable to consider these issues from a common framework across national boundaries. Book excerpt: Làzaro Càrdenas and Adalberto Tejeda, veterans of the Revolution and prominent governors of Michoacan and Veracruz from 1928 to 1932, strived to make Mexico a modern and just state on the basis of the revolutionary Constitution. Three key obstacles confronted them: the conservative approach of the political Center; the political weakness of their own power base; and the great opposing power of the farmers and their supporting elements, especially the Church and the army. This book discusses the different avenues to reform these leaders took and their short- and long-term implications. Càrdenas sought to strengthen his position through the ruling party (PNR), while reinforcing local agrarian forces and opening channels of direct empathetic communication with the Church and the army. Tejeda attempted to strengthen his position in the federative arena, bypassing the political Center via the National Peasant League (LNC -- Liga Nacional Campesina), whose establishment he was deeply involved in, making a sweeping radical reform while attacking uncompromisingly all the traditional elements of Veracruzan society. Both political projects had unprecedented success but totally different implications. The Càrdenista power base led its author to the next Presidency, during which he implemented a remarkable agrarian project. Tejeda's power base, however, led to the utter annihilation of his political power structure and many of his agrarian achievements, as well as to his failure in the struggle for presidency. From that point of view, only a heavy bureaucratic, centre-based reform initiative could succeed, while a local, radical, adventurous transformation was doomed to failure. The fate of the two governors corresponded to the fate of national revolutionary reformism and thus to the destiny of Mexico.

The COVID-19 pandemic had a global impact on public health, in the well-being of citizens, in the economy, on civic life, in the provision of public services, and in the governance of cities and other human settlements, although in an uneven form across countries, cities and local communities. Cities and local governments have been acting decisively to apply the policy measures defined at national level to the specific local conditions. COVID-19 has exposed the inadequacy of the crisis response infrastructures and policies at both national and local levels in these countries as well as in many others across the world. But it also exposed much broader and deeper weaknesses that result from how societies are organized, namely the insecure life a substantial proportion of citizens have, as a result of economic and social policies followed in previous decades, which accentuated the impacts of the lockdown measures on employment, income, housing, among a myriad of other social dimensions. Besides the analysis of how governments, and local government, responded to the public health issues raised by the spread of the virus, the book deals also with the diversity of responses local governments have adopted and implemented in the countries, regions, cities and metropolitan areas. The analysis of these policy responses indicates that previously unthinkable policies can surprisingly be implemented at both national and local levels.

The internal peace and political stability that made the period between the late 1930s and the early 1970s so productive left many Mexicans—particularly the campesinos—marginal to the benefits of the economy. During this period of economic growth, agrarian reform, the trademark of the Mexican revolution, was relegated to a position of lesser importance in national politics. But with forty percent of the population still remaning in the countryside, it is clear that programs for rural development and land redistribution must again be given prominence. In this study of Sonora—a key agricultural state in northwestern Mexico—Steven E. Sanderson examines in economic and political terms the post-revolutionary rise of agrarian reform and its decline, dividing the sixty years of change (from 1917 to 1976) into three periods. Agrarian populism dominated the first, which he calls a time of post-revolutionary consolidation (1917–1940). Then, during the "miracle years" of 1940–1970, the growing strength of capital and the success of state-led import substitution plans led to a counterreform in agrarian politics. In the final period, that of President Echeverria's populist resurgence (1970–1976), ambitious but flawed agrarian reform plans clashed with the sector that favored the increasing concentration of land, income, and political influence. Sonora provides a particularly interesting view of these developments because of its political and geographical distance from metropolitan Mexico, its rich history of independence, its economic growth since the revolution, and the political sophistication of its residents. The events in this state exemplify the regional imbalances, the ideological biases, and the political manipulations contributing to the crisis in state legitimacy that dominated Mexican politics in the 1970s. Using a combination of agrarian census materials, state archives, newspapers, records from relevant ministries, and selected interviews with participants, Sanderson presents the complex history of conflict between the political base supporting agrarian reform and the economic forces advocating industrialization and economic growth.
