ARI Research Note 80-12 (AD-A092 205) describes an analysis of information flow in the Tactical Operations System (TOS), an example ABCC system. ARI Research Note 80-13 (AD-A092 206) describes the mathematical model used in the information flow analysis. ARI Research Notes 80-14 and 80-15 describe the operation programming of the computer programs implementing the model. ARI Working Paper HF80-XX discusses design issues associated with the emerging All-Source Analysis System (ASAS) concept. (Author).

Book excerpt: This monograph examines the effect on the division command and control system of developing automation. As twentieth century war has gained in complexity, the U.S. Army has attempted to improve the means available for tactical command and control. A major part of that effort has been the incorporation in recent years of automated command and control devices in the Army Tactical Command and Control System (ATCCS). This paper asks what will be the impact of the emerging automation technology on the division commander's ability to command and control the division in battle? The monograph seeks to answer that question through the following methodology. It first examines the theoretical basis of tactical command and control. Having established a foundation, it reviews the evolution of divisional command and control from World War II to the present. It next describes current U.S. Army doctrine for tactical command and control, recent developments in the Army Tactical Command and Control System architecture, and the structure of the automated Maneuver Control System. Finally, recent experiences with the Maneuver Control system are reviewed to illustrate the benefits and drawbacks of automation to the division commander. The paper concludes that automation will be an essential tool in the AirLand Battle. Without its ability to provide information management for decision support, the division commander cannot effectively employ his forces in depth on the battlefield.

Book excerpt: Within the Army Command and Control System (ACCS) umbrella, there are five major command and control systems corresponding to the battlefield functional areas of air defense, combat service support, fire support, intelligence/electrical warfare, and maneuver control. Of the five systems, four will use the Department of Defense (DOD) standard programming language, Ada, and ACCS common hardware and software (ACCS CHS). The ACCS CHS program will also supply computers for a separate program at the unit level. In addition, three communication systems will link the command and control systems: (1) a telephone-like, area wide communications net known as the Mobile Subscriber Equipment program, (2) a voice radio combat net, and (3) a data distribution radio system. Estimated costs increased in six of the eight programs mainly due to quantity increases, and to a lesser extent, schedule delays, software development and production problems. One program has a lower cost estimate due to reduced requirements and quantities, and one program in the combat service support functional area is a new start.
