The application of Information, Communication and Technology (ICT) in Educational settings is equally important for developing economies such as that of Tanzania to pursue two mutually reinforcing stimulation of socioeconomic and global agenda of economy prosperity goals. There is close link between ICT and EMIS, and the efficiency and effectiveness of latter is considerably affected by the former. It is in this contention that as per analysis made in this paper which reveals that ICT is still suffering from serious shortcomings, which unless solved, EMIS will continue to be ineffective and inefficient strategy. Three major problems identified in the paper include the (i) lack of infrastructure and systems in place to facilitate effective monitoring as a result utilization of ICTs in Tanzanian education institutions are dismal due to low connectivity and teledensity (ii) insufficient numbers of qualified technical personnel to manage and maintain ICT resources, (iii) inadequate training and capacity development resulting in underutilization of ICT facilities. This paper provides a basic and general review of how ICT influences and hampers EMIS effectiveness and efficiency. Also recommendations are provided at the end on how to improvise EMIS in order to maintain quality information in various educational processes.

For instance the government efforts through ICT policy implementation, strategies, level of infrastructure developed and their impact on rural resource management. The finding shows that despite the critical measures taken against ICT infrastructures and human resource development. But, the government including the rural stakeholders is still facing challenges on full utilization of ICT in resources management. Hence, in order to improve ICT infrastructures and enjoy the proper use of ICT services on resources management. It needs multidimensional approach towards ICT functions and user involvement to arrest the poor practices and failures on the technology. Therefore, the study recommended the use of education and training to achieve sustainability of ICT performance. This is to maintain the quality information supply chain in order to reduce management costs/risks related to failure on data/ information access. The study was prompted by the realization that management in many secondary schools in Uganda was characterized by inefficiency in the areas of financial management, examination management and dissemination of information in schools which had resulted into declining academic standards yet schools had ICT facilities that could enhance effective management. The study was carried out in selected secondary schools in Central Uganda. I used a cross sectional survey design in this study and I collected data using semi-structured survey questionnaires, interviews and observation. I logically analyzed Qualitative data as the study progressed and I used a Statistical Package for Social Sciences (SPSS) and excel to analyze quantitative data. Purposive sampling technique was used and tables were used to determine the sample sizes. Upon the role of ICT on management of financial issues, I discovered that most of the schools were applying ICT facilities in management of financial issues; however some of the administrators lacked enough computer skill to effectively use ICT in the financial management of the school. The mostly used ICT facilities included electronic databases, internet, and computer applications such as Excel, Word and Access for managing teacher's pay rolls, allowances, salaries, school fees payment verification and procurement
