Download or read book Building the Virtual State written by Jane E. Fountain and published by Rowman & Littlefield. This book was released on 2004-05-28 with total page 276 pages. Available in PDF, EPUB and Kindle. Book excerpt: The benefits of using technology to remake government seem almost infinite. The promise of such programs as user-friendly "virtual agencies" and portals where citizens can access all sections of government from a single website has excited international attention. The potential of a digital state cannot be realized, however, unless the rigid structures of the contemporary bureaucratic state change along with the times. Building the Virtual State explains how the American public sector must evolve and adapt to exploit the possibilities of digital governance fully and fairly. The book finds that many issues involved in integrating technology and government have not been adequately debated or even recognized. Drawing from a rich collection of case studies, the book argues that the real challenges lie not in achieving the technical capability of creating a government on the web, but rather in overcoming the entrenched organizational and political divisions within the state. Questions such as who pays for new government websites, which agencies will maintain the sites, and who will ensure that the privacy of citizens is respected reveal the extraordinary obstacles that confront efforts to create a virtual state. These political and structural battles will influence not only how the American state will be remade in the Information Age, but also who will be the winners and losers in a digital society.

Available in PDF, EPUB and Kindle. Book excerpt: "Colbert has long been celebrated as Louis XIV's minister of finance, trade, and industry. More recently, he has been viewed as his minister of culture and propaganda. In this lively and persuasive book, Jake Soll has given us a third Colbert, the information manager." ---Peter Burke, University of Cambridge "Jacob Soll gives us a road map drawn from the French state under Colbert. With a stunning attention to detail Colbert used knowledge in the service of enhancing royal power. Jacob Soll's scholarship is impeccable and his story long overdue and compelling." ---Margaret Jacob, University of California, Los Angeles "Nowadays we all know that information is the key to power, and that the masters of information rule the world. Jacob Soll teaches us that Jean-Baptiste Colbert had grasped this principle three and a half centuries ago, and used it to construct a new kind of state. This imaginative, erudite, and powerfully written book re-creates the history of libraries and archives in early modern Europe, and ties them in a novel and convincing way to the new statecraft of Europe's absolute monarchs." ---Anthony Grafton, Princeton University "Brilliantly researched, superbly told, and timely, Soll's story is crucial for the history of the modern state." ---Keith Baker, Stanford University When Louis XIV asked his minister Jean-Baptiste Colbert---the man who was to oversee the building of Versailles and the Royal Academy of Sciences, as well as the navy, the Paris police force, and French industry---to build a large-scale administrative government, Colbert created an unprecedented information system for political power. In The Information Master, Jacob Soll shows how the legacy of Colbert's encyclopedic tradition lies at the very center of the rise of the modern state and was a precursor to industrial intelligence and Internet search engines. Soll's innovative look at Colbert's rise to power argues that his practice of collecting knowledge originated from techniques of church scholarship and from Renaissance Italy, where merchants recognized the power to be gained from merging scholarship, finance, and library science. With his connection of interdisciplinary approaches---regarding accounting, state administration, archives, libraries, merchant techniques, ecclesiastical culture, policing, and humanist pedagogy---Soll has written an innovative book that will redefine not only the history of the reign of Louis XIV and information science but also the study of political and economic history. Available in PDF, EPUB and Kindle. Book excerpt: A “well-told” insider account of the State Department’s twenty-first-century struggle to defend America against malicious propaganda and disinformation (The Washington Post). Disinformation is nothing new. When Satan told Eve nothing would happen if she bit the apple, that was disinformation. But today, social media has made disinformation even more pervasive and pernicious. In a disturbing turn of events, authoritarian governments are increasingly using it to create their own false narratives, and democracies are proving not to be very good at fighting it. During the final three years of the Obama administration, Richard Stengel, former editor of Time, was an Under Secretary of State on the front lines of this new global information war—tasked with unpacking, disproving, and combating both ISIS’s messaging and Russian disinformation. Then, during the 2016 election, Stengel watched as Donald Trump used disinformation himself. In fact, Stengel quickly came to see how all three had used the same playbook: ISIS sought to make Islam great again; Putin tried to make Russia great again; and we know the rest. In Information Wars, Stengel moves through Russia and Ukraine, Saudi Arabia and Iraq, and introduces characters from Putin to Hillary Clinton, John Kerry, and Mohamed bin Salman, to show how disinformation is impacting our global society. He illustrates how ISIS terrorized the world using social media, and how the Russians launched a tsunami of disinformation around the annexation of Crimea—a scheme that would became a model for future endeavors. An urgent book for our times, now with a new preface from the author, Information Wars challenges us to combat this ever-growing threat to democracy. “[A] refreshingly frank account . . . revealing.” —Kirkus Reviews “This sobering book is indeed needed to help individuals better understand how information can be massaged to produce any sort of message desired.” —Library Journal
