La gran tarea iniciada por elministro Blanco (PSOE) precisa un nuevo impulso. Sobre el autor: Rafael Simancas (Alemania, 1966), licenciado en Ciencias Políticas y Sociología, es diputado socialista en el Parlamento español y ejerce como profesor asociado de Teoría Política en la Universidad Rey Juan Carlos de Madrid. En su calidad de portavoz socialista en la Comisión de Fomento del Congreso de los Diputados (2009-2011) ha sido ponente en todas las leyes sobre obras públicas y transportes aprobadas en este tiempo. Forma parte del patronato de la Fundación Sistema, es subdirector de la revista Sistema Digital y colabora como docente ocasional en otras universidades, como la Universidad Complutense y la Universidad Menéndez Pelayo.
