Book excerpt: Notre travail visait à mettre en évidence d'éventuelles différences dans l'acquisition du langage chez des enfants de deux catégories socioprofessionnelles (CSP) définies comme haute et basse entre 16 et 30 mois. D'autre part nous voulions démontrer l'existence d'un lien entre la taille du stock lexical et la morphosyntaxe. L'acquisition du langage suit en effet des étapes définies, mais des variations sont observées chez les enfants. Nous avons fait l'hypothèse que les enfants de milieu dit bas étaient en général moins performants dans ce domaine tant au niveau lexical que morphosyntaxique. Nous avons utilisé pour notre étude un questionnaire parental (MacArthur) appliqué à une population de 118 enfants. L'analyse statistique des résultats a validé nos hypothèses quant à l'influence du milieu socioprofessionnel sur ces productions. Au niveau lexical, le facteur CSP n'exerce une influence qu'en interaction avec celui de l'âge (entre 25 et 27 mois) en faveur de la classe haute. La répartition des catégories du lexique est la même selon les CSP bien que des différences qualitatives s'observent. Au niveau morphosyntaxique, les différences entre milieux sont plus marquées, toujours en faveur de la classe haute qui produit des énoncés plus structurés, comportant plus de mots grammaticaux. L'analyse de la Longueur Moyenne d'Enoncés (LME) ne montre cependant pas de différence. D'autre part, il existe de fortes corrélations quel que soit le milieu entre lexique, morphosyntaxe et LME. Les variations du langage observées selon la CSP seraient dues selon notre interprétation à plusieurs composantes évoquées dans des études antérieures : le langage modulé parental serait moins adapté, les structures de phrases plus figées et stéréotypées, le langage ne bénéficierait pas de la même considération selon les milieux.

A partir de l'inventaire français du développement communicatif, un compte-rendu parental, appartenant à deux milieux socioculturels définis comme élevé (niveau d'éducation des parents : minimum bac + 2 et profession en rapport) et bas (niveau d'éducation des parents : maximum 3ème de collège et profession en rapport), répartis en 4 classes d'âge, et retracer l'évolution de ce lexique afin de comparer les résultats obtenus par ces deux groupes d'enfants. A l'issue de nos analyses qualitative et quantitative des comptes-rendus, les résultats obtenus ont invalidé notre hypothèse de l'existence de différences significatives entre les deux milieux dès les prémices du développement du langage. Ces résultats nous ont donc contraintes à nous interroger sur les origines des divergences linguistiques démontrées aux étapes ultérieures du langage. Ils nous ont également permis de montrer que l'IFDC était exploitable quelle que soit l'origine socio-éducative des enfants, et qu'à ce titre, il devenait utilisable par les professionnels de la petite enfance dans le cadre du suivi de l'enfant.

Book excerpt: The linguistic integration of migrants affects every aspect of settling in a new country (employment, health, etc.). The aim of this collection of texts is to propose a number of specific measures member states can take to help adult migrants become acquainted with the language of the host country. The main focus is on organising language courses that meet migrants’ real communication needs. It is not enough for authorities simply to consider the technical aspects of such courses, they should also design and conduct them in accordance with the fundamental values of the Council of Europe. A number of issues concerning the linguistic integration of adult migrants are presented here, beginning with the notion of linguistic integration itself. Family reunion, the nature of citizenship and the function of language tests, among others, are dealt with from the point of view of language and language use. Readers are invited to reflect on the type of language competences that need to be acquired as well as an appropriate use of the Common European Framework of Reference for Languages. The collection also sets out approaches and instruments designed to assist in implementing effective policies.

When we received the message of his death we decided at once to arrange a Max Hamilton memorial symposium at the third ECNP congress, May 1989, in Gothenburg, Sweden. This monograph contains the proceedings of the Max Hamilton symposium which was chaired by the editors. The opening lecture of the third ECNP congress was a Max Hamilton lecture: "A life devoted to science in psychiatry" which was presented by Sir Martin Roth. It seemed obvious to include Sir Martin's lecture as the opening article of this monograph. Although G .E. Berrios was unable to participate in the ECNP congress we have found it logical to include his manuscript on "The Hamilton Depression Scale and the Numerical Description of the Symptoms of Depression" as another personal contribution to Max Hamilton and his rating scales.

Book excerpt: Belgium has a unique place in the history of migration in that it was the first among industrialized nations in Continental Europe to develop into an immigrant society. In the nineteenth century Italians, Jews, Poles, Czechs, and North Africans settled in Belgium to work in industry and commerce. They were followed by Russians in the 1920s and Germans in the 1930s who were seeking a safe haven from persecution by totalitarian regimes. In the nineteenth century immigrants were to a larger extent integrated into Belgian society: they were denied political rights but participated on equal terms with Belgians in social life. This changed radically in the twentieth century; by 1940 the rights of aliens were severely curtailed, while those of Belgian citizens, in particular in the social domain, were extended. While the state evolved into a "welfare state" for its citizens it became more of a police state for immigrants. The state only tolerated immigrants who were prepared to carry out those jobs that were shunned by the Belgians. Under the pressure of public opinion, an exception was made in the cases of thousands of Jewish refugees that had fled from Nazi Germany. However, other immigrants were subjected to harsh regulations and in fact became the outcasts of twentieth-century Belgian liberal society. This remarkable study examines in depth and over a long time span how (anti-) alien policies were transformed, resulting in an illiberal exclusion of foreigners at the same time as democratization and the welfare state expanded. In this respect Belgium is certainly not unique but offers an interesting case study of developments that are characteristic for Europe as a whole.
