Countries across Europe understand what they are or what they should include differently. This study describes the experiences of nine countries detailing the ways they have opted to organize and finance public health services and train and employ their public health workforce. It covers England France Germany Italy the Netherlands Slovenia Sweden Poland and the Republic of Moldova and aims to give insights into current practice that will support decision-makers in their efforts to strengthen public health capacities and services. Each country chapter captures the historical background of public health services and the context in which they operate; sets out the main organizational structures; assesses the sources of public health financing and how it is allocated; explains the training and employment of the public health workforce; and analyses existing frameworks for quality and performance assessment. The study reveals a wide range of experience and variation across Europe and clearly illustrates two fundamentally different approaches to public health services: integration with curative health services (as in Slovenia or Sweden) or organization and provision through a separate parallel structure (Republic of Moldova). The case studies explore the context that explain this divergence and its implications. This study is the result of close collaboration between the European Observatory on Health Systems and Policies and the WHO Regional Office for Europe Division of Health Systems and Public Health. The authors propose a model of it by means of an illustration from the example of Poland, which envisages the free provision of shares in formerly public undertakings to employees and consumers, and the provision of corporate finance from foreign intermediaries. One danger that emerges is that of bureaucratization. On the broader canvas, mass privatization implies the reform of the whole system, the creation of a suitable economic infrastructure for a market economy and the institutions of corporate governance. The authors point out the need for a delicate balance between evolution - which may be too slow - and design - which brings the risk of more government involvement than it is able to manage. A chapter originating as a European Bank working paper explores the banking implications of setting up a totally new financial sector with interlocking classes of assets. The latter is characterized by the combination of three main phenomena: internationalization, digitalization and hyper-personalization that refound the employment relationship between employers, unions and employees. Internationalization requires a renewal of business models heckled by the low-cost strategies of new operators provoking social reactions to the extent of perceived psychological disruptions, to question the validity of these same strategies. Digitization has opened the way to the disintermediation at the origin of the evolution of the trades front and back office. Finally, hyper-personalization and adaptation to new client behaviors justify the hegemony of soft skills for a redefined hospitality. In the end, the employee must constantly deal with often paradoxical injunctions (example: standardization of service protocols versus empowerment). A focus will be made on two specific branches: hotels and air transport which will each be part of a part. The topic will be illustrated by case studies and testimonials. The two coordinators of the book will draw on the contributions of researchers who collaborate with them in the framework of an international research program they pilot.

Book excerpt: Poland in the 1980s was filled with shuttered restaurants and shops that bore such imaginative names as “bread,” “shoes,” and “milk products,” from which lines could stretch for days on the mere rumor there was something worth buying. But you’d be hard-pressed to recognize the same squares—buzzing with bars and cafés—today. In the years since the collapse of communism, Poland’s GDP has almost tripled, making it the eighth-largest economy in the European Union, with a wealth of well-educated and highly skilled workers and a buoyant private sector that competes in international markets. In Good Governance Gone Bad, Darius Ornston provides evidence that adapting flexibly to rapid, technological change and shifting patterns of economic competition may be a great virtue, but it does not prevent countries from making strikingly poor policy choices and suffering devastating results. Home to three of the "big five" financial crises in the twentieth century, Nordic Europe in the new millennium has witnessed a housing bubble in Denmark, the collapse of the Finnish ICT industry, and the Icelandic financial crisis. Ornston argues that the reason for these two seemingly contradictory phenomena is one and the same. The dense, cohesive relationships that enable these countries to respond to crisis with radical reform render them vulnerable to policy overshooting and overinvestment. Books Are Weapons presents the first English-language study of that which connected them—the press. Siobhan Doucette provides a comprehensive examination of the Polish opposition’s independent, often underground, press and its crucial role in the events leading to the historic Round Table and popular elections of 1989. While other studies have emphasized the role that the Solidarity movement played in bringing about civil society in 1980-1981, Doucette instead argues that the independent press was the essential binding element in the establishment of a true civil society during the mid- to late 1980s. Based on a thorough investigation of underground publications and interviews with important activists of the period from 1976 to 1989, Doucette shows how the independent press, rooted in the long Polish tradition of well-organized resistance to foreign occupation, reshaped this tradition to embrace nonviolent civil resistance while creating a network that evolved from a small group of dissidents into a broad opposition movement with cross-national ties and millions of sympathizers. It was the galvanizing force in the resistance to communism and the rebuilding of Poland’s democratic society.
