In the early 1990s, the World Bank (1993) recognized eight high-performing Asian economies (HPAEs) (Japan, the Asian tigers, Indonesia, Malaysia and Thailand) and named them the ‘Asian economic miracle’. In the recent past, the term ‘emerging economies’ has been widely used to refer to the high-growth economies, and includes China, India, Mongolia and Vietnam. In this rush towards high growth, the adverse effects of industrialization are widespread, but were unnoticed. The major challenge is to bring together a comprehensive picture of Asia’s growth, taking into account the adverse consequences. Finally, this book examines two challenges for the future of Asia's development: the global financial crisis and urban poverty and inequality.

This volume traces the historical trajectories of two major emerging states, China and India, and two city states, Hong Kong and Singapore. The study also stresses the significant contribution of regional economic dynamics, especially the increased role of direct foreign investment from Japan and the first tier, newly industrializing economies of South Korea, Taiwan, Hong Kong, and Singapore.Thus, the book qualifies, contradicts, and challenges some of the conclusions and policy recommendations of other works such as the World Bank's influential East Asian Miracle (1993), which suggested that other developing countries should seek to emulate the second tier Southeast Asian NICs rather than the first tier East Asian NIEs.

The Political Economy of Automotive Industrialization in East Asia provides a political explanation for why development strategies and performance have been so uneven within one of the world's most important regions. Utilizing interviews and original-language research from multiple nations, this book explains that factors such as market size and neoclassical economic policies alone cannot explain these patterns of development. Richard F. Doner, Gregory W. Noble, and John Ravenhill instead highlight the significance of two sets of factors: countries' very different capabilities for implementing policies and the political forces that help to explain the emergence of effective institutions. Through cross-national analyses of China, Taiwan, South Korea, Indonesia, Malaysia, the Philippines, and Thailand, the book sets up a clear structure for understanding industrial development and how it enables or constrains the capabilities of domestic firms. These include: integration into global value chains; the shrinking of policy space in the present international order; the rise of the Asian driver economies; new opportunities provided by resource-based industrialization; the accelerating pace of technological change in manufacturing; how to deal with jobless growth in manufacturing; creating adequate systems of financial intermediation; and how to respond to the threats of global warming and climate change. Under present conditions it may be more difficult than ever for the poorer developing countries to foster industrial development and structural change. They face a more complex, and daunting set of circumstances than the developing countries that embarked on industrialization after 1950. These changing and challenging circumstances require new thinking, and in particular new paradigms to guide researchers, policy makers, and international development organizations in the future. The book includes chapters on the experiences of Africa, Latin America, China, and Indonesia, as wells as thematic chapters on structural change, jobless growth, the evolution of industrial policy, and the challenges of environmental sustainability and climate change. It provides a timely analysis of the circumstances and challenges facing developing countries in industrialization, and offer fresh ideas for new paradigms to carry forward industrial policy in the future.
