Upon suggestions by the Editors, all papers have been revised for this book, some more extensively than others. Robin Marris has added to his lecture a synopsis of the contributions to the Round Table on the Micro-Macro Interface which he chaired during the Conference. The papers cover issues that seem to be both interesting and relevant for the 1990s. While some of the papers are cast in a rather established research frame -enabling the use of regular academic routines - others are first attempts at delineating the contours of areas that are peripheral to what is often considered as the core of Industrial Organization. Book excerpt: The Dynamics of Industrial Competition describes the internal dynamics of industries using new and unique longitudinal data that make it possible to track firms over time. It provides a comprehensive picture of a number of aspects of firm turnover in North America that arise from the competitive process - the entry and the exit of firms, the growth and the decline of incumbent firms, and the merger process. Instantaneous and cumulative measures of market dynamics are provided. Since the forces contributing to competition are varied and industries are affected by heterogeneous forces, different aspects of firm turnover are considered in order to provide a comprehensive overview of the competitive process. Entry is divided into that portion coming from the creation of new plants and that portion arising from the acquisition of existing firms. Differences are drawn between the effects of related and unrelated acquisitions and between the effects of take-overs made by domestic and foreign firms. Differences between large- and small-firm activity are also investigated. The effects of turnover on productivity, efficiency, wage rates, and profitability are extensively model led. Using various measures of firm turnover to proxy the amount of competition, the study examines and contextualizes the relationship between industry performance and the intensity of the competitive process.

According to the authors of this study, Canada has failed to come to terms with those changes. Our industrial policy is diffuse, ad hoc, and sectoral. Michael Atkinson and William Coleman argue that in order to analyse Canada’s industrial policy effectively, particular attention must be given to industry organization, state structures, and systems of interest intermediation at the sectoral level. To make such an analysis they introduce the concept of policy network, and apply it to three types of industrial sectors: the research-intensive sectors of telecommunications manufacturing and pharmaceuticals; the rapidly changing sectors of petrochemicals and meat processing; and the contracting and troubled sectors of textiles, clothing, and dairy processing. Through the lens of these sectors Coleman and Atkinson shed considerable light on the intersection of political considerations and policy development, and offer a new base on which to move forward in planning for economic growth.

Labour Goes to War analyzes the organizing strategies of the CIO during the war to show that both economic and cultural forces were behind its explosive growth. Labour shortages gave workers greater power in the workplace and increased their militancy. But workers' patriotism, their ties to those on active service, memories of the First World War, and allegiance to the "people's war" also contributed to the CIO's growth - and to what it claimed for workers. At the same time, union organizers and workers influenced one another as the war changed lives, opinions, expectations - and notions of women's rights. Drawing on an impressive array of archival material, Wendy Cuthbertson illuminates this complex wartime context. Her analysis shows how the war changed lives, opinions, and expectations. Situated about halfway between Stockholm and Oslo, Karlstad stands on the River Klara, which reaches north into the mountains of Norway. Founded by King Charles IX of Sweden, whose statue stands in the city centre beside the river, the city celebrated its 400th anniversary in 1984. For many decades the wealth of Karlstad has been based on traditional industries such as iron, timber and paper, and throughout the province of Viinnland there are a considerable number of industrial communities which grew up around mines, ironworks, sawmills and papermills. Even the cultural structure of these communities is heavily marked by the industrial environment in which they developed. However, for over a decade now a major structural reorientation has been taking place and the old industrial structures have been disappearing. For various reasons the importance of large scale, manufacturing companies has declined and as a result of intense development work with new ideas, new entrepreneurs and new technology, we have seen the rapid rise of small companies. In this context, recent research has shown that universities playing an increasingly central role in regional development. Thus the continued development of the University of Karlstad is of significant regional and national interest. Although fairly small in an international perspective (approximately 4000 students) the university is expanding rapidly.
