The Biden administration cannot compete against China effectively in the Indo-Pacific without prioritising engagement with Southeast Asia, particularly Indonesia. It has recognised the need to do more in Southeast Asia, but its success may be limited by its approach to competition with China and lack of an economic strategy. 9. The Biden administration, like its predecessors, lacks an economic strategy for the Indo-Pacific region. This major weakness in regional policy is driven by US protectionist trade preferences at home. Proposed initiatives on digital trade and infrastructure cannot compensate for the absence of a comprehensive trade-based economic approach. 10. The Biden administration views China as a predominantly long-term military challenge. Its efforts to minimise spending on US forward posture in the region suggest it may be less committed to a strategy of deterrence by denial to prevent Chinese aggression. Recommendations for the Biden administration To compete for influence in the Indo-Pacific, the Biden administration should: 1. Clearly identify the Indo-Pacific region as its foreign and defence policy priority and marshal resources accordingly. 2. Articulate clear goals for its relationship with China and its strategic position in the Indo-Pacific region. 3. Avoid emphasising ideological competition with China and instead focus on maximising its influence by responding to regional needs. 4. Signal its commitment to a strategy of deterrence by denial to prevent Chinese aggression and bolster its investments in Western Pacific military posture to reinforce its credibility. 5. Empower its allies to assume greater responsibility for their own defence requirements by reducing legislative and political obstacles to allied self-strengthening. 6. Pay special attention to Southeast Asia as a region of strategic importance, given its geography, size and the fluidity of its alignment dynamics. 7. Clearly signal that it is committed to mutually beneficial economic engagement with the Indo-Pacific and adopt trade and investment strategies that reinforce its role as an indispensable resident economic power.

Book excerpt: Long before the terrorist attacks of September 11, 2001, awakened the United States and the Western world to the heightened level of the terrorist threat, Southeast Asia had been dealing with this threat. The bombing in Bali that killed 202 people, many of them Australian tourists, was by no means the region's first experience with Islamic extremism, which can be traced back to the 1940s, and the Darul Islam struggle. The most recent group to emerge is Al-Jama'ah Al-Islamiyah (AJAI), the most potent Islamic terrorist organization to date in the region and the group behind the Bali bombing. Understanding the process of Talibanization in Southeast Asia, which was once an oasis of moderate Islam in the modern world, is a key to unraveling the mystery of the increased radicalization in the region. Essentially, this involved the establishment of a political system that was more Islamic in character, either nationally or within a specific territory of a national state. This book analyzes the increasing Talibanization of Southeast Asia, a relatively new phenomenon that involves the adoption of Islamist doctrines, ideologies, and values that are largely militant in character, and that for some groups includes the adoption of violence to achieve their goals. This has succeeded in posing one of the most serious security challenges to the region since the end of the Cold War. Jihadists are operating in small and localized cells even though the broad goals remain the same, namely, to spread sharia, establish an Islamic state, and bring down secular regimes. As most governments do not have the credibility or the expertise to diminish the threat posed by Islamist extremism, Wahhabism, and Salafism, Southeast Asia is in danger of being Talibanized in the near future.

Book excerpt: In 2004 the Indonesian government made a commitment to provide its entire population with health insurance coverage through a mandatory public health insurance scheme. It has moved boldly already provides coverage to an estimated 76.4 million poor and near poor, funded through the public budget. Nevertheless, over half the population still lacks health insurance coverage, and the full fiscal impacts of the government's program for the poor have not been fully assessed or felt. In addition, significant deficiencies in the efficiency and equity of the current health system, unless addressed will exacerbate cost pressures and could preclude the effective implementation of universal coverage (Ue and the desired result of improvements in population health outcomes and financial protection. For Indonesia to achieve UC, systems' performance must be improved and key policy choices with respect to the configuration of the health financing system must be made. Indonesia's health system performs well with respect to some health outcomes and financial protection, but there is potential for significant improvement. High-level political decisions are necessary on key elements of the health financing reform package. The key transitional questions to get there include: [ the benefits that can be afforded and their impacts on health outcomes and financial protection; [ how the more than 50 percent of those currently without coverage will be insured; [ how to pay medical care providers to assure access, efficiency, and quality; [ developing a streamlined and efficient administrative structure; [ how to address the current supply constraints to assure availability of promised services; [ how to raise revenues to finance the system, including the program for the poor as well as currently uninsured groups that may require government subsidization such as the more than 60 million informal sector workers, the 85 percent of workers in firms of less than five employees, and the 70 percent of the population living in rural areas.

Proponents highlight the potential for job creation and poverty alleviation, but scholars are more cautious, noting that social impacts of oil palm are not well understood. This report draws upon primary research in West Kalimantan to explore the gendered dynamics of oil palm among smallholders and plantation workers. It concludes that the social and economic benefits of oil palm are real, but restricted to particular social groups. Among smallholders in the research area, couples who were able to sustain diverse farming systems and add oil palm to their repertoire benefited more than transmigrants, who had to survive on limited incomes from a 2-ha plot.

Contrary to existing theory that posits the superiority of proportional representation (PR) rules on public-goods provision, this book argues that electoral rules function differently given the underlying ethnic structure. In countries with low ethnic salience, PR has the same positive effect as in past theories. In countries with high ethnic salience, the geographic distribution of ethnic groups further matters: where they are intermixed, PR rules are worse for health outcomes; where they are isolated, neither rule is superior. The theory is supported through a combination of careful analysis of electoral reform in individual country cases with numerous well-designed cross-country comparisons. The case studies include Thailand, Mauritius, Malaysia, Botswana, Burma and Indonesia. The theory has broad implications for electoral rule design and suggests a middle ground in the debate between the Consociational and Centripetal schools of thought.
